During this period due to unprecedented water logging and unprecedented rains southern Railway cancelled 561 trains due to safety reasons.    Even though  Two  major terminals of SR was not available.  Southern Railway made  use of available resources Chennai Beach was used as a terminal   to provide connectivity  to the rest of the country from Chennai o­n 3rd December 2015 o­nwards.

ØOn 05.12.2015 Chennai Egmore was recommissioned and specials were run to all parts of Tamilnadu.   o­n the same day Chennai Central was also brought back into the services with  specials being run to Erode, Howrah & Coimbatore.

ØIn all 70 long distance passengers specials clearing 44,000 Passengers out of Chennai were run.    347 suburban Specials were run o­n 04th and 5th December.

Ø As of 6th morning  normal train services have been re introduced in a phased manner from Chennai Egmore  and  Chennai Central.

ØDespite unprecedented water logging resulting  in coovam  overflowing  its banks  the railways had to wait till the level of water receded to allow the safe transportation. Although Railway was fully geared up for pumping water, but it was of no use as water was coming back due to level of river being higher. The submerged point machines being  Electronic Equipments had to be replaced  o­n a war footing to restore transportation both at Chennai Central and Chennai Egmore.

ØA total of 5 Lakh 71Thousand reserved passengers cancelled tickets.  The Refunded amount was 26 Crores. This was done without any hitch or hold up.  

ØIn unreserved sector 6,500 passengers cancelled and the refund amount was Rs 20 Lakhs.

ØAs a help to the  passengers  who are  stuck-up in their homes due to  sever water logging  Southern Railway has announced relaxation in Refund Rule  .  To get refund, the TDR  will  be issued for period of 10days reckoned from 04.12.2015 applicable to cancellations from 1st December 2015  o­nwards and application for refund will be honoured for a period of 30 days from the scheduled departure of the train.  Applications are to be sent to CCM/Refunds/Southern Railway.

ØAs a huge relief effort was mounted and Ten Relief Trains were run with boulders , Ballast  to enable quick restoration.

ØAt various affected locations, action has  been taken o­n war-footing to attend to the repair work. Permanent way materials and other track materials were arranged to attend to the work and senior officers were available at site to oversee the work.

ØAt km 85/2-10 between Chengalpattu and Villupuram Up/Down line section of Chennai Division was suspended o­n 01.12.15 at 15.30 hrs due to erosion of bank, as water over-flowing from the Chembarambakkam  lake.  5 wagons with boulders and sand were unloaded  to attend to the track inspite of heavy rains o­n 02.12.15 and down line track was certified fit at 11.45 hrs o­n 02.12.15.

ØAt km 78, in the bridge No 167 between Tada and Sullurpeta of Chennai Central – Gudur section of  Chennai Division,  water from Kalingi river was over flowing above the danger level.  The track was suspended at  21.00 hrs of 01.12.15.  The condition of the bridge was continuously monitored and necessary precautions were taken and the bridge was certified fit  for traffic at 12.30 hrs of 03.12.15.

ØAt  km 38, between Guduvancherry and Vandalur of Tambaram – Chengalpattu section of Chennai Division both Up and down lines were suspended due to track washed out/eroded  for about 500 m length along with formation and ballast.  The track  has been restored o­n 05.12.2015.

ØBridge No.53 between Guindy and Saidapet  was  suspended due to Adyar river  is overflowing the girder.  After repair works  A & B line was restored 13.15 hrs of  05.12.2015.   The suburban line was restored today 06.12.2015 at 13.45 hrs and this has enable normalization of suburban train services o­n the MSB – Changlepett Sector.

ØIn BBQ Basin Bridge – Chennai Central because of the water overflowing in Coovum river and all the lines were submerged.  The third line between Chennai Egmore  and Chennai Beach were also suspended.

ØHowever with water level receiding in coovam in the BBQ – VPY link to MAs has been restored since 05.12.2015 evening.

ØHelpline are put in place and have been given wide publicity in Press and media.

ØFor the convenience of the suburban passengers skeleton services were run in the following sections:

ØChennai Beach – Tiruvallur – Arakkonam - Tiruttani,

ØEnnore – Gummidipoondi and

ØChennai Beach – Velacherry MRTS services

ØChennai Egmore – Tambaram – Chengalpattu

ØAround 30000 food packets and water packets have been distributed to stranded passengers at major stations at free of cost in association with NGOs like Jain Association and others.  In addition, Food outlets are also  selling food to the passengers.

ØSupply of sufficient drinking water and food items are ensured in the stations.  Regular chlorination of water is being done.

ØRound the clock Medical facilities are extended in the Chennai Central, Chennai Egmore, Madurai and Tiruchchirappalli stations and also in trains which were stopped enroute.

o Medical booths with sufficient medicines are made available at the major stations like Chennai Central, Chennai Egmore, Chennai Tambaram and Chengalpattu.

ØSanitation and cleanliness are ensured at all major stations/platforms

ØRPF personnel were regularly  deputed at Chennai Central, Chennai Egmore, Pallavaram, Guduvancheri, Chengalpattu, Arakkonam, Tiruvallur, Katpadi and Jolarpettai for ensuring security of passengers and their properties

ØSkeleton Suburban services run between Tiruvottiyur and  Sullurpeta o­n 04.12.15. EMU trains are operated every 45 minutes  between Chennai Beach and Arakkonam section from (04.12.15) to give connectivity for the passengers who are  coming by air to Arakkonam Naval base.

ØRPF personnel are engaged to assist the passengers and regulating them  in boarding the specials at various stations.

ØToilet facilities, Sanitation and cleanliness are ensured at all stations for the stranded passengers.

ØHealth camps:

ØHealth camps are conducted in Puducherry, Cuddalore and Chennai Beach railway stations to assist passengers and railway staff.

ØRestoration of regular train services

ØThe train operations are monitored and regulated in such a way that safety of the train and passengers is ensured.

ØEffective measures were taken to disseminate information to the public through helpline, SMS, Twitter, Facebook, Website, announcements, Press Notes, Notice Boards, Electronic Display Boards, Enquiry counters, NTES.

138 lines were strengthened  and Mobile announcement system introduced.
