1.Hyderabad – Ahmedabad Special Trains (2 services):-

Train No. 07018 Hyderabad-Ahmedabad Special train will depart Hyderabad at 04:00 hrs o­n 1st December, 2016, arrive/depart Secunderabad at 04:25/04:30 hrs and arrive Ahmedabad at 09:20 hrs o­n the next day.

In the return direction, Train No.07017 Ahmedabad-Hyderabad Special train will depart Ahmedabad at 23:25 hrs o­n 4th December, 2016, arrive/depart Secunderabad at 02:30/02:40 hrs o­n the 6th December, 2016 and arrive Hyderabad at 03:30 hrs.

Enroute, these special trains also stop at Moula Ali, Aler, Jangaon, Kazipet, Jammikunta, Ramagundam, Bellampalli, Sirpurkagaznagar, Balharshah, Wardha, Badhinera, Akola, Bhushaval, Jalgaon, Amalner, Nandurbar, Surat, Bhanuch, Vadodara, Anand and Nadiad stations in both the directions.



2.Vijayawada – Ahmedabad Special Trains (2 services):-

Train No. 07139 Vijayawada-Ahmedabad Special train will depart Vijayawada at 00:55 hrs o­n 1st December, 2016 and arrive Ahmedabad at 09:20 hrs o­n the next day.

In the return direction, Train No.07140 Ahmedabad-Vijayawada Special train will depart Ahmedabad at 23:25 hrs o­n 4th December, 2016 and arrive Vijayawada at 04:00 hrs o­n 6th December, 2016.

Enroute, these special trains will stop at Madhira, Khammam, Mahbubabad, Warangal, Kazipet, Jammikunta, Ramagundam, Bellampalli, Sirpurkagaznagar, Balharshah, Wardha, Badhinera, Akola, Bhushaval, Jalgaon, Amalner, Nandurbar, Surat, Bhanuch, Vadodara, Anand and Nadiad stations in both the directions.

These special trains will consist of 8 Sleeper Class Coaches and two Second Class Luggage Cum Brake Van Coaches each.

*Both the above two trains will club at Kazipet and will run as o­ne train upto Ahmedabad. In the return too, the two trains will run clubbed as o­ne train upto Kazipet and thereafter run separate to the two destinations of Hyderabad and Vijayawada.

Cancellation/ShortTermination/Origination/Rescheduling/ Regulation Of Trains OHE Works between Laksar Jn.-Aithal on Laksar-Dehradun Section Of Moradabad Division Over Northern Railway on 27.11.2016

Northern Railway will undertake the construction work of Low Height Subways (LHS) at Level Crossing Nos. 4 & 6 between Laksar Jn.-Aithal on Laksar-Dehradun Section Of Moradabad Division on 27.11.2016(Sunday). Consequently, there will be a 05.30 hrs. traffic and OHE block from 11.15 am to 04.45 pm. As a result the following trains scheduled to run through the section during the period of block will be Cancelled/Short Terminated/Originated/Rescheduled/Regulated as under:

Cancellation of Trains

· The 54463/54464 Chandausi Jn. – Rishikesh – Chandausi Jn. Passenger train journey commencing on 27.11.2016 will remain cancelled.

· The 54342/54341 Dehradun - Saharanpur Jn - Dehradun Passenger train journey commencing on 27.11.2016 will remain cancelled.

Short Termination/Origination of Trains

· The 19031 Ahmedabad Jn. – Haridwar Yoga Express train, journey commencing on 26.11.2016, will be Short terminated at Roorkee and will remain partially cancelled between Roorkee – Haridwar.

· The 19032 Haridwar – Ahmedabad Jn. Yoga Express train, journey commencing on 27.11.2016, will Short Originate from Roorkee and will remain partially cancelled between Haridwar - Roorkee.

· The 14712/14711 Sri Ganganagar – Rishikesh - Sri Ganganagar Express train, journey commencing on 27.11.2016, will Short Terminate at/Originate from Saharanpur and will remain partially cancelled between Saharanpur- Haridwar – Saharanpur.

· The 15033/15034 Ramnagar – Haridwar – Ramnagar Express train, journey commencing on 27.11.2016, will Short Terminate at/Originate from Najibabad and will remain partially cancelled between Najibabad- Haridwar – Najibabad.

· The 12054/12053 Amritsar – Haridwar – Amritsar Jan Shatabdi Express train, journey commencing on 27.11.2016, will Short Terminate at/Originate from Ambala and will remain partially cancelled between Ambala- Haridwar – Ambala.

· The 19020 Dehradun – Bandra Terminus Dehradun Express train, journey commencing on 27.11.2016, will Short Originate from Laksar Jn. and will remain partially cancelled between Dehradun – Laksar Jn..

· The 14114 Dehradun – Allahabad Express, journey commencing on 27.11.2016, will be rescheduled to depart at 03.20 pm instead of 01.20 pm

TIMINGS OF TWO LOCAL TRAINS OF SEALDAH (SOUTH) SECTION REVISED

 In partial modification to the existing Suburban Time Table of Sealdah (South) section, timings of two EMU locals viz. 34724 Dn Sealdah (South) – Namkhana local and 34126 Dn Sealdah (South) – Budge Budge local will be revised with effect from 26.11.2016. There will be some marginal revision in departure time at originating station and timings at intermediate stations of these two local trains.

        As per revised time schedule 34724 Dn Sealdah-Namkhana local will leave Sealdah (South) station at 9:16 hrs. instead of its earlier departure at 9:23 hrs. The revised timings of this train at Ballygunge Jn, Sonarpur Jn, Baruipur Jn & Lakshmikantapur stations will be 9:26 hrs., 9:44 hrs., 10:01 hrs. & 11:00 hrs. respectively.                    

    34126 Dn Sealdah-Budge Budge local will leave Sealdah (South) station at 9:22 hrs. instead of its earlier departure at 9:16 hrs. The revised timings of this train at Ballygunge Jn, New Alipore (Kol), Majerhat  & Budge Budge stations will be 9:32 hrs., 9:44 hrs., 9:48 hrs. & 10:15 hrs. respectively, from tomorrow (26.11.2016).

To carry out maintenance work of tracks, signaling  & overhead equipments, a night  block will be taken from 00:50  hrs to 04:50 hrs o­n up & down slow lines between Borivali and Bhayander stations  during the midnight  falling between Saturday, 26th November and Sunday,  27th November, 2016.

            During the block all up slow line trains will be operated o­n fast lines between Borivali and Vasai Road/Virar. Due to this some local trains will remain cancelled whose list will be displayed o­n notice board at every station. During the block period, trains will be dealt from any of the platforms at Borivali.

Hence, there will be no jumbo block during the day time o­n this Sunday, 27th November, 2016 o­n Western Railway.

            Traffic  Repercussions:

1.Train No. 19031Ahmedabad – Haridwar Mail departing Ahmedabad o­n 26.11.2016 will be short terminated at Roorkee station. This train will remain cancelled between Roorkee & Haridwar station. Train No 19032 will originate from Roorkee o­n 27.11.2016.

2.Train No 19020 Dehradun-Bandra (T) Express departing o­n 27.11.2016 will originate from Laksar station. This train will remain cancelled between Dehradun & Laksar station.

Between Haridwar-Laksar, 2 Nos. Lifts and 2 Nos. Escalators at Dehradun Station, 4 Nos. Lifts & 6 Nos. Escalators at Haridwar Station and Mechanised Laundry & Second Coach Maintenance Pit at Lalkuan. Hon’ble Minister of State, Ministry of Textiles, Govt. of India Shri Ajay Tamta, Hon’ble MPs (Lok Sabha) Maj. Gen. The details of the various projects and initiatives on Northern Railway are mentioned below:

Commissioning of Electrification of the Haridwar-Dehradun Rail section under the Moradabad Division of Northern Railway:

Electrification of Haridwar – Dehradun single line section comprising of a total length of 51.01 Route Km with track kilometer covering 66.568 Km was sanctioned in August, 2011 at a total cost of Rs. 50.96 Crore. This project has been sanctioned as a material modification to the existing project of electrification of Ambala – Saharanpur – Moradabad section of N.Rly. as electrification of Laksar – Raiwala – Harrawala– Dehradun. The electrification of the Haridwar-Dehradun has been completed on 20.10.2016. Due to commissioning of electrification of this section, electric trains can go up to Dehradun direct without change of traction. The stations which lie on this section are Haridwar, Motichur, Raiwala, Kansaro, Doiwala, Harrawala & Dehradun. The changeover to electric traction is envisaged to result in notable savings in energy, control the pollution especially in eco-sensitive Rajaji National Park area while raising sectional speed that would result in saving of running time. Hundreds of students and working professionals and daily commuters travelling between Haridwar and Dehradun on a daily basis would benefit from this project.

Laying of Foundation Stone for Doubling of Haridwar – Laksar section( 27.03 km) along with construction of 8 Nos. LHS on Haridwar – Laksar section (Part of Double Line)

Laksar-Dehradun section of Moradabad division is an important single line section and there is heavy movement of traffic on this route. The line capacity utilization at present is more than 100%. And therefore doubling of the Laksar-Haridwar section is envisaged meet the enhanced capacity needs and meet future growth needs. The alignment for Haridwar -Laksar doubling will take off at right side of existing single line track from Laksar junction & will continue upto km 8.357km, than alignment of double line track will be shifted (by cut –connection) to left side of existing single line track up to Haridwar railway station. In this section total 06 nos. of station exists out of which station building of 04 stations will be upgraded& 01 station building will be rebuilt, total 02 nos. of major bridges are to be extended in same alignment and total 21nos of minor bridges exists which are also to be extended. In this section total 15 nos. of Level-crossings exists out of which 12nos. are manned & 3nos. are unmanned. As part of the Double Line Project, 8 Limited Height Subways shall be constructed in lieu of existing level-crossings at an estimated cost of Rs. 13.15 cr. The existing single line track is under electrification so the proposed double line track will also be concurrently electrified.

Laying of Foundation Stone for Construction of Lifts & Escalators at Haridwar and Dehradun Stations:

As a facilitative measure, Northern Railway proposes to provide lifts and escalators at Haridwar and Dehradun which would cater to the needs of rail passengers especially the elderly, disabled, women and child passengers

• Haridwar – Construction of 4 lifts & 6 escalator at a cost of Rs. 4.3 cr.

• Dehradun – Construction of 2 lifts & 2 escalator at a cost of Rs. 1.4 cr.

Speaking on the occasion Shri Prabhu stated that the Indian Railways envisages transforming this region of Uttarakhand by scripting a new chapter in the rail development through the above develop-oriented projects and customer-friendly initiatives.

Stainless Steel Coaches

The Indian Railways is already manufacturing certain types of Passenger coaches and Wagons with Stainless steel material. The details are as follows:

i. MAINLINE COACHING STOCK

Stainless steel material is used for the manufacture of Linke Hofmann Busch (LHB) type of coaches, as against Corten steel for ICF (Integral Coach Factory) type of coaches. The carrying capacity of an LHB coach is generally more by about 10% as compared to an ICF type coach. Inspite of the increased carrying capacity, the weight of most variants of LHB type coaches is marginally lesser as compared to that of the corresponding ICF type coach.

ii. SUBURBAN COACHING STOCK

Stainless Steel is used for manufacturing new generation EMU (Electric Multiple Unit) and DEMU (Diesel Electric Multiple Unit) coaches. There is only a marginal difference in the weight and carrying capacity of these coaches as compared to similar coaches manufactured with Corten steel. The new generation coaches would, however, have a longer life.

iii. WAGONS

The use of Stainless steel in BOXNHL type of open wagons has led to a weight reduction of about 2.5 tonnes and increase in carrying capacity of about 3 tonnes with respect to the earlier BOXN wagons.

 A specification for Aluminium body coaches which shall be even lighter than Stainless steel body coaches has been developed by the Research Designs and Standards Organization (RDSO) / Lucknow.

Meghalaya Rail Network Project Information

Two new line projects have been taken up to connect Meghalaya with Indian Railway network. These projects are (i) Teteliya (Assam) – Byrnihat (Meghalaya) (22 km) and (ii) Byrnihat (Meghalaya) – Shillong (Meghalaya) (108 km).

(i) Teteliya-Byrnihat (22 km): Project has been taken up at latest anticipated cost of `496 crore. An expenditure of `235 crore has been incurred upto March, 2016. Earthwork, bridges and tunnels works have been taken up. An allocation of `150 crore has been made in 2015-16 and `160 crore in 2016-17 to expedite the completion of the project.

(ii) Byrnihat-Shillong (108 km): Project has been taken up at a latest anticipated cost of `5308 crore. An expenditure of `21 crore has been incurred upto March, 2016 and an outlay of `300 crore has been provided for 2016-17. The Project is held up due to protest of Khasi Students’ Union. Final Location Survey was stopped by Khasi Students’ Union (KSU), in November, 2010 after survey upto 19.00 km. The survey was restarted in December, 2013, since then it has been stopped by KSU on many occasions of varying durations. The Final Location Survey has since been completed for 104 km. Regular meetings with State Government are being convened to sort out issues. Due to various uncertainties with reference to land acquisition, law and order etc., it is not feasible to fix time lines for completion of this project.

             In Teteliya-Byrnihat and Byrnihat-Shillong new line projects, location of Byrnihat and Shillong are identified for development of goods handling facilities.

Steps taken by the Railways to Provide Security to Railway Passengers

 Policing on Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP)/District Police. However, Railway Protection Force (RPF) supplements the efforts of GRP by deploying its staff for escorting of important trains in affected areas and access control duties at important and sensitive stations.

Besides, the following steps are also being taken by the Railways to provide security:

1. On vulnerable and identified routes/ sections, 2500 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily.

2. Surveillance is kept through CCTV cameras, provided at about 344 stations over Indian Railways, to ensure safety and security of passengers.

3. Security Help Line number 182 is made operational over Indian Railways for security related assistance to passengers in distress.

4. An Integrated Security System consisting of surveillance of vulnerable stations through Close Circuit Television Camera Network, Access Control etc. has been sanctioned to improve surveillance mechanism over 202 railway stations.

5. CCTV cameras have been installed on a limited number of coaches of passengers and suburban trains for surveillance on a pilot basis. Sanction for provision of CCTV cameras in 500 coaches has been obtained under Rolling Stock Programme 2015-16. Work has already been completed in about 25 passenger coaches and 32 suburban coaches.

6. Sniffer Dog Squads are utilized at some important stations for anti-sabotage checks.

7. Joint drives by Commercial Department and RPF are conducted from time to time against the entry of unauthorized persons in trains and railway premises.

8. Frequent announcements are made through Public Address system to educate passengers to take precautions against theft, snatching, drugging etc.

9. Close liaison is made by RPF with the State Police/ GRP authorities at all levels for prevention of crime, registration of cases, their investigation and maintenance of law & order in Railway premises as well as on running trains.

    Regular coordination meetings are held by RPF with the State Police/ GRP authorities to review and streamline the measures taken for the safety and security of passengers. Analysis of passengers related crime is done to identify affected trains, stations and sections and accordingly security arrangements are made in close coordination with GRP for safety and security of passengers over Indian Railways.

Station Directors at Railway Stations

It has been decided that all A1 Category Railway Stations (total 75) will be headed by Station Directors in phases. Station Directors will ensure that the stations function as excellence centers for the customers with the additional objective to ensure vigilant and sensitive customer service and also superior commercial sense. The functions of the Station Directors and their teams are as under:
 Prompt, courteous and hassle-free service to customers.

 Proper cleanliness and hygiene at the station and stationary trains.

 Efficient working of booking and reservation office.

 Punctuality of trains at the station, timely placement and withdrawal of rakes at platforms of the station.

 Proper functioning, upkeep/repairs of all passenger amenities at the station.

 Upkeep of passenger enquiry system, display board etc.

 Ensuring efficient, transparent and customer oriented working of Parcel Office.

 Monitoring the service of catering/vending stall at the station.

 Prompt grievance redressal.

 Security of passengers.

 Any other items identified for making station an excellent center for customer.
         
 No extra expenditure will be borne by the Railways as the posts of Station Director will be manned by existing strength of officers without creating any additional post.

New Initiatives of Indian Railways in Freight Sector And Its Outcome

The percentage revenue from Coal on Indian Railways during the year 2015-16 (provisional) was 46.20%. As per available record, earnings from Coal and total Freight earnings during 2015-16 were Rs. 49377.56 crore and Rs.106940.55 crore respectively.

 Two Schemes viz, (1) Special Freight Operator (SFTO) and (2) Automobile Freight Train Operator Scheme (AFTO) have been launched to improve Railways share in the market. The details are as under:-

(1)Special Freight Operator Scheme (SFTO)- SFTO provides investments for procurement of High Capacity and Special Purpose wagons for specific commodities like molasses, fly ash, edible oil, caustic soda, chemical, petrochemicals, alumina & bulk cement.

(2)Automobile Freight Train Operator Scheme (AFTO)- AFTO provides procurement and operation of special purpose wagons for transportation of automobile i.e. two /three -wheelers, cars and tractors etc.

 With a view to interacting with the customers for freight booking, 'Key Customer Managers' have been nominated for each commodity and to establish liaison with major customers/stakeholders and Zonal Railways.



(d): Outcome of new initiatives by Railways are as under:-

1. Under SFTO, 3 rakes have been procured and also running on Railways Network since November-2015.



2. Under AFTO, 9 rakes of BCACBM wagons have been procured and are running on Indian Railways.

3. Increasing the axle load for carrying additional traffic per wagon. Length of freight trains has also been increased to carry more traffic per train.



4. Use of extensive computerization in freight operations to improve monitoring and to improve utilization of assets.

5. Deployment of higher capacity locomotives and higher capacity wagons.

6. Improvement in maintenance practices of wagons and locomotives resulting in increased availability of rolling stock for traffic use.

7. Improvement in track and signaling to carry the high volume of traffic.

8. Freight rates for Coal traffic have been rationalised.

9. Rationalisation of Merry-Go-Round (MGR) system w.e.f. 01.04.2016.

10. Withdrawal of Port Congestion Charge from 13.04.2016.

11. Extension of Automatic Freight Rebate scheme for traffic loaded in traditional empty flow direction w.e.f. 13.04.2016.

 12.Withdrawal of Busy Season Charge for traffic loaded in BCN group and BCNHL wagons w.e.f. 01.05.2016 till 30.06.2016.

13.Withdrawal of dual freight policy for iron ore w.e.f. 10.05.2016.

14.Re-introduction of short lead concession and reduction of minimum distance for charge from 125 km to 100 km w.e.f. 15.07.2016.

15.BCN group permitted for two point booking and mini rake w.e.f. 15.03.2016.

16.Distance for mini rake increased from 400 km to 600 km w.e.f. 15.03.2016.

17.A liberalised policy with delegation of power to Zonal Railways introduced for two point booking of covered wagons in which any two stations within a distance of 200km in busy season and 400km in lean season have been permitted for two point booking w.e.f. 22.07.2016.

18.Proliferation of Roll-on Roll-off (RORO) service on Indian Railways.

19. Permission to notify Group I and Group II station/ goods sheds as CRTs for lift on-lift off operations w.e.f. 12.07.2016.

20. Charging of commodities for transportation by containers has been liberalised. 43 additional commodities de-notified for charging at FAK rates.

21. Guidelines for Station to Station Rate policy issued.

IRCTC train ticket Service tax waived for online train ticket booking till December 31



Train tickets booked through the IRCTC website will become cheaper from Wednesday till the end of the year as the government has waived service tax to encourage cashless transactions in the wake of the demonetization exercise.

Service tax will not be levied on tickets booked through the IRCTC website from November 23 to December 31.

Rs 20 is levied as service tax on sleeper and Rs 40 on AC classes for booking tickets through IRCTC.

Service tax has been waived to incentivise cashless transactions through online booking, the official added.
