Train No 22935 Bandra (T)-Palitana which departs Bandra (T) o­n Thursday at 12.55 hrs, will depart from Bandra (T) every Friday at 15.25hrs w.e.f 14/04/2017. Hence, this train will run o­n 14/4/2017 instead of 13/4/2017. Similarly, Train No 22936 Palitana-Bandra (T) which departs Palitana o­n Wednesday at 16.00hrs, will depart o­n Saturday at 20.05hrs w.e.f 15/04/2017. Movement of few trains to be affected due to Engineering Block on 10th December, 2016


For provision of Limited Height Subway by eliminating Level Crossing Gate no. 117 between Bileshwar-Rajkot section, a 5.30 hours block will be taken by Engineering department of Rajkot Division on 10th December, 2016 from 02.10 hrs to 07.40 hrs due to which movement of few trains will be affected as under:

1) Train no. 22960 Jamnagar-Surat Intercity Express of 10.12.16 will be rescheduled to depart 1 hour & 30 minutes late from Jamnagar at 06.15 hrs instead of its schedule time of 04.45 hrs.

2) Train no. 19017 Bandra-Jamnagar Saurashtra Janta Express will halt at Bileshwar for 1 hour & 33 minutes on 10.12.16 and then proceed further.

3) Train no. 22907 Madgaon-Hapa Superfast Weekly Express will halt at Bileshwar for 47 minutes on 10.12.16 and then proceed further.

4) Train no. 59207 Bhavnagar-Okha Passenger of 09.12.16 will be terminated at Wankaner on 10.12.16 and will remain partially cancelled between Wankaner-Okha.

This train will be reversed as 59208 Okha-Bhavnagar Passenger from Rajkot on 10.12.16 at its schedule time of 21.00 hrs and will remain partially cancelled between Okha-Rajkot on 10.12.16.

5) Train no. 59548 Okha-Ahemdabad Fast Passenger of 09.12.16 will be terminated at Rajkot at 05.00 hrs on 10.12.16 and will remain partially cancelled between Rajkot-Ahemdabad.

This train will be reversed as 59547 Ahemdabad-Okha Passenger from Rajkot on 10.12.16 on its schedule time of 22.45 hrs and will remain partially cancelled between Ahemdabad-Rajkot on 10.12.16.

6) Train no. 79454 Rajkot-Morbi DEMU of 10.12.16 will be rescheduled to depart 2 hours late from Rajkot at 09.10 hrs instead of its schedule time of 07.10 hrs.

In his Budget Speech of 2016-17, he had announced the introduction of Humsafar Express, as a fully air-conditioned third AC service with an optional service for meals.




 the first Humsafar rake comprising of LHB (Linke Hofmann Busch) AC – 3 Tier coaches and Power cars has been turned out from Modern Coach Factory, Raebareli on 12th November 2016. The Humsafar coaches offer better facilities / amenities for the passengers, some of which are listed below:

1.                  Aesthetically pleasing colour scheme with anti-graffiti coating and distinctive 3D numbering on the exterior.

2.                  Pleasing interiors with attractive and colourfully co-ordinated seats, berths, partitions, curtains, improved/hygienic toilets, film type mirrors, etc.

3.                  Deodorizer, Dustbins, Sleek bottle holders in the cabins

4.                  Closed Circuit Television (CCTV) surveillance of the common areas of the coaches.

5.                  Integrated Braille displays for the visually impaired.

Insurance Scheme For Railway Passengers

An Optional Travel Insurance Scheme on a pilot basis for one year has been launched w.e.f 01.09.2016 for the Railway passengers who book e-ticket through official website of Indian Railway Catering & Tourism Corporation (IRCTC) at the premium of Rs. 0.92 per passenger.

This insurance scheme provides financial support to the family/legal heir in case of death/injury of reserved passengers due to train accident/untoward incidents as defined under section 123 read with Sections 124 and 124A of the Railways Act, 1989, subject to the qualification that the coverage will be valid from the actual departure of train from the originating station to actual arrival of train at the destination station including ‘process of entraining’ and ‘process of detraining’ the train.

The Sums Insured to be given to passengers are as follows:- (i) In case of Death- Rs. 10 lakh, (ii) Permanent Total Disability – Rs. 10 Lakh, (iii) Permanent Partial Disability upto- Rs. 7.5 Lakh, (iv) Hospitalization Expenses for Injury – Rs. 2 Lakh, (v) Transportation of mortal remains – Rs. 10 Thousand.

IRCTC which is a wholly owned undertaking of Ministry of Railways has entered into an agreement with three Insurance Companies through Limited Tender, namely (i) Shriram General Insurance Company Ltd., (ii) ICICI Lombard General Insurance Company Ltd., and (iii) Royal Sundaram General Insurance Co. Ltd.

(a) : Ex-gratia is paid to the victims of train accidents and untoward incidents at the following scales:

NON-FARE REVENUE THROUGH RE-BRANDING OF H.NIZAMUDDIN-VISAKHAPATNAM SAMATA EXPRESS RENAMED AS VIZAG STEEL SAMATA EXPRESS

Shri Suresh Prabhakar Prabhu, Hon’ble Minister for Railways and Chaudhary Birender Singh, Hon’ble Minister for Steel, Govt. of India flagged off the re-branded Train No. 12807/12808 Visakhapatnam-H. Nizamuddin Samta Express train (Daily) with a new name Vizag Steel Samata Express from H. Nizamuddin station at a simple ceremony there. The train donned a vinyl wrapping sporting promotional visuals of Vizag Steel( Brand name of Rashtriya Ispat Nigam Ltd. a PSU under Ministry of Steel). This marketing initiative is expected the Railway’s endeavor to boost its non-fare revenue. Senior Executives present on the occasion include Shri Devesh Mishra, Chief Commercial Manager, Northern Railway, Shri Arun Arora, Divisional Railway Manager, Delhi, Northern Railway, Shri P Madhusudan, Chief Managing Director, RINL and senior officers of Northern Railway and RINL.
Waltair Division of East Coast Railway has entered into an agreement with RINL, Visakhapatnam for branding of Samta Express (12807/12808) and Swarna Jayanti Express(12803/12804) for a period of one year on payment of license fee of Rs. One crore per rake. Accordingly, the division has received a license fee of Rs. 4 cr for four rakes. Under this agreement, the train will be renamed pre-fixing the name of Vizag Steel and carry advertisements of RINL products and its brands through the vinyl wrapping.
Addressing the gathering, Shri Prabhu stated that other Public Sector enterprises should also avail the benefits of promotion of their products through Indian Railways with its vast reach, unmatched to any other medium. Commending Vizag Steel for taking proactive steps by effectively channeling its marketing efforts with a structured brand promotion activity, Chaudhary Birender Singh stated that undertaking such initiatives would not only help Vizag Steel extend its market reach to both urban and rural markets, but would also go a long way in increasing the nation’s per capita steel consumption from 61 kg to the global level of 208 kg, as envisaged by the Steel Ministry.

Minister of Railways inaugurates Website of National Rail Plan, 2030

In a further move to take the Indian Railways at an advanced level, Minister of Railways Shri Suresh Prabhakar Prabhu in a programme held in Rail Bhawan today i.e. 08.12.2016 launched website of National Rail Plan, 2030.  The website can be accessed at http://www.nationalrailplan.in.   This dedicated website for National Rail Plan (NRP, 2030) has been developed for all stakeholders to give their inputs for purposeful study as Railways’ planning cannot be done in isolation. In order to provide long term perspective to planning for augmenting the railway network Ministry of Railways have decided to develop National Rail Plan (NRP 2030) in consultation with all the stakeholders including State Governments, public representatives and other relevant Central Ministries. NRP-2030 will endeavour to harmonise and integrate the rail network with other modes of transport and create synergy for achieving seamless multi modal transportation network across the country. This will also achieve the Hon’ble Prime Minister’s vision of integrated planning and cost optimization of the transportation network by laying the new railway lines and new highways together in tunnels and over mega-bridges.

           Speaking on the occasion, Minister of Railways Shri Suresh Prabhakar Prabhu said that Indian Railways needs to form a concrete plan about its doings in the coming 10-20 years. He said that after receiving ideas Railways will capture all the requirements from the different stakeholders. He said that if we have a proper structured demand and decide the time to implement it, it will be very good for the country and the person making the demand. He said that Railways do not want to beat the other modes of transport by competing but want to work by complementing. He said that Railways will be including all the ideas received during recently held Rail Vikas Shivir in the National Rail Plan.



BACKGROUNDER : -



·     The Indian Railway Network is a key component of the Country’s Transport System. Transporting goods and passengers on a massive scale, the Indian Railways plays a critical role in India’s economic as well as social fabric, not to mention the security and cross-border strategic linkages. Pragmatic development of Indian Railway Network as part of the country’s overall multi-modal transport system is therefore, very important.



·     So far, the development of the network is taken up based on numerous individual requests received from various stakeholders such as State Governments, elected representatives, industries, etc. for sanction of railway projects in different parts of the country. Based upon these representations and based upon infrastructural gaps, operational requirements, bottlenecks strategic requirements, socio-economic considerations and participation by other stakeholders, new railway projects are sanctioned. However, these projects are sanctioned mostly in isolation and may not necessarily take holistic view of railway infrastructural needs of the Country.



·     Presently Railway planning is presently not based on some integrated plan. Surveys are initially done as per demands of Public representatives and the some of these lines are later sanctioned. Railways shall reverse the process. First the network plan should be there and accordingly surveys should be started. The network plan shall take into account connectivity to backward region, Congestion in the existing network and futuristic development of Industrial corridors. Deficits in existing network are to be planned for removal. There are huge regional imbalances.



·     To take a holistic approach, a beginning was made 2 years back when 24 clusters were identified and process of removal of their bottlenecks was initiated on a corridor basis. Projects were sanctioned to decongest the network and works have started.



·     To take this process to next level, National Rail Plan 2030 has been envisaged which shall not only take care of existing corridors but also the identification and development of new corridors & connections. This will facilitate easy movement of freight and passengers, and access to resources and services with reliability, safety and convenience to secure an environmentally efficient and long term sustainable rail transport system.



·     Participation of all stake holders is the key in development of NRP.  Suggestions/expectations/inputs from all are needed for deliberation and inclusion in NRP. Accordingly dedicated website for National Rail Plan (NRP) 2030 has been developed for all stake holders to give their inputs for purposeful study as Railways planning cannot be done in isolation.

·     Railways are open to all ideas including any suggestion regarding how the plan should be prepared and implemented. National Rail Plan web site will be in public domain for consultation and shall be shared with all Stake holders in the transport sector including States, Different ministries involved with transportation, Federations such as  CII and FICCI etc. All gaps in railway infrastructure are to be identified and ways to fill them up are to be worked out. There may be surplus infrastructure in some areas whereas deficit in other areas. All gaps are to be identified and balancing of views of all the stake holders in development of plan will be important.



This will also achieve the Hon’ble Prime Minister’s vision of integrated planning and cost optimization of the transportation network by laying the new railway lines and new highways together in tunnels and over mega-bridges.
