NEW TRAIN PROTECTION WARNING SYSTEM FOR CHENNAI - ARAKKONAM SECTION

Southern Railway extended the Train Protection and Warning System (TPWS) currently deployed in the Chennai Beach – Central – Gummidipoondi EMU Sector to the 68 Km Chennai – Arakkonam section.

The Eurpoean Train Control System (ETCS) Level 1 solution, known in India as Train Protection and Warning System (TPWS) on the 68 km Basin Bridge – Arakkonam section in Chennai Division of Southern Railway was inaugurated by Shri Akhil Agrawal, Director General (Signal and Telecommunication) Railway Board, at Ambattur Station today 16thDecember 2016, in the presence of Shri H.K.Agarwal, Additional Member (Telecom) Railway Board, Shri A.V.Siva Prasad, Chief Signal & Telecommunication Engineer, Southern Railway, Shri Anupam Sharma, Divisional Railway Manager, Chennai Division, invitees from Institution of Railway Signalling and Telecommunication Engineers (IRST) and Indian Railways.

The project involves linking up about 169 signals on the Chennai – Arakkonam route and laying track – side equipment (installation and wiring of Line side Electronic Units and their interfacing with balises (Balise is an electronic beacon) installed on the track. 82 EMU trains fitted with onboard system ply between Gummidipoondi – Chennai – Arakkonam section with this enhanced safety system. The TPWS, which deploys the state of the art European Rail Traffic Management System (ERTMS – Level 1) technology, will not only warn drivers of obstructions ahead but help regulate speed of trains and in dire cases, even activate emergency braking systems automatically in case of failure of the driver to heed warning signs. TPWS provides additional layers of safety in a fully automatic signalling section like the Chennai Railway Division without compromising on the density of traffic or the speedy despatch of train services every ten minutes. This system also guides motormen during poor visibility of signal due to foggy weather conditions. The system facilitates running trains at maximum permitted speeds, allows EMU drivers to slow down to stipulated speeds and activates emergency braking, to prevent collision in case of signal violations or over speeding past a red signal. The system uses on board computer consoles, or the Driver Machine interface, connected via wireless to track-side balise devices that use electro – magnetic induction to change the signal aspect from the default green to red whenever a train rolls by.

Further similar Train Protection Works have been sanctioned by Railway Board, New Delhi in the remaining Suburban sections of Chennai Division now provided with automatic signalling on the Chennai – Tambaram – Chengalpattu and Arakkonam – Jolarpettai sections at a cost of Rs.200 crores. These projects are being taken up by Southern Railway on priority.

Cabinet approves doubling of Rajpura-Bhatinda railway line

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval for doubling of Rajpura-Bhatinda railway line at an estimated cost of Rs.1,251.25 crore and expected completion cost of Rs.1,465.59 crore.

The 172.64 km long railway line is expected to be completed in five years.

The present utilization of this section is nearly 100%. Enhancement of capacity of power plants and planned freight terminals will generate additional freight traffic on this route. The doubling will ease the traffic bottlenecks and will bring more revenue to Indian Railways by capacity enhancement of the route. The districts of Patiala, Sangrur, Barnala and Bathinda would also be benefitted through this project.

Background:

The Rajpura-Bathinda section falls in Ambala Division of Northern Railway. At present traffic utilization of the section is nearing saturation. This line is strategically important as several military specials are routed on this line connecting the Western border. The main objective for doubling between Rajpura-Bathinda is to remove capacity constraint and to cater for future growth of traffic on the important route of Indian Railways.

Indian Railways Plan of Action To Promote SHGs

Minister of Railways Shri Suresh Prabhakar Prabhu in Rail Budget Speech 2016-17 announced “Self-help groups not only provide employment to women but also respect and dignity. IRCTC has begun the process of empanelling Self-help groups for providing catering/cooking services. We are partnering with NABARD to provide support and access to our IRCTC website to ensure extensive e- marketing for products produced by the Self-help groups which would lead to increase in rural incomes.”

In line with this announcement, Minister of Railways, reviewed plan of action with all stakeholders on 17 December 2016 to promote SHGs. Participants of the meeting include representatives from IRCTC, NABARD, Ministry of Rural Development, Ministry of Culture, Ministry of Tribal Affairs, National Small Industries Corporation (NSIC). In the meeting the process of empanelment was explained to SHG’s and NABARD was asked to help the SHG’s in establishment of kitchen and getting FSSAI and VAT certificate for the SHG’s. Proposed plan of action was finalised with NABARD in this meeting.

Plan of Action to promote SHGs:

●       Indian Railways will provide support and access to IRCTC’s website.
●       NABARD will ensure extensive e-marketing.
●       NABARD will develop a website.
●       All information of SHG’s and their products can be seen on this Website.
●       Customer can order any of the articles/products on the same website.
●       IRCTC to provide link to this website at all of its various existing service websites.
●       IRCTC is tendering for installation and operation of Water Vending machines on platforms.
●       D and E class stations are being earmarked for Self Help Groups.
●       This will help in boosting morale by providing alternative source of earning to Self Help Groups.

Earlier Minister of Railways Shri Suresh Prabhakar Prabhu launched a pilot project at Sawantwadi Road Railway Station of the Konkan Railways in Sindhudurg district of Maharashtra on 3rd December 2016 in which a Railway PSU IRCTC roped in Self Help Groups to make local cuisines available through e-Catering services of IRCTC, in association with  National Bank for Agriculture and Rural Development (NABARD). The SHGs who were roped in were those which were formed by MAVIM - Mahila Arthik Vikas Mahamandal, and Lupin Human Welfare Research Foundation in the Konkan region which helped in bringing the delectable Konkani cuisine on e-Catering platform. It has been noticed that this had helped in generating local employment, empower women and ensure inclusive growth.

Indian Railway Boards Policy Provision for SHG:

●       Provisions have been made in the draft catering policy 2016 with respect to empanelment of SHGs by IRCTC for providing catering related services. As IRCTC can outsource its backend operations, IRCTC has been enabled to use the services of Self Help Groups for support staff, service staff, cooks, transportation, packaging etc.

●       SHGs have been made eligible to participate in the allotment process of General Minor Units (GMUs) at D, E & F category of stations.
