As per survey, cost of the project was assessed as `5428.46 crore. Further, on invitation by Ministry of External Affairs (MEA), M/s. Rail India Technical & Economic Services Ltd. (RITES), a Public Sector Undertaking (PSU) of Ministry of Railways, has submitted an offer to MEA for Detailed Project Report (DPR) for a new BG rail link between Moreh-Tamu-Kalay (110.15 km) in July, 2013 which was further revised in September, 2014. The portion Imphal to Moreh is in India and from Tamu to Kalay is in Myanmar. The project is not yet sanctioned.

Agartala-Akhaura new line project is 15.06 km out of which 5.05 km falls in India and 10.01 km falls in Bangladesh. Bangladesh portion is funded by Ministry of External Affairs (MEA) and Indian Portion is being funded by Ministry of Development of North Eastern Region (DoNER). An MoU has been signed between Government of India and Bangladesh. Presently, work on Indian portion has been entrusted to IRCON International Limited, a Public Sector Undertaking (PSU) of Ministry of Railways. IRCON has prepared revised estimate for Indian portion at a total cost of `580 crore with elevated corridor/viaduct of 3.31 km. Tender for earthwork and viaduct on Indian portion has been finalized.

So far as Bangladesh portion is concerned, Detailed Project Report has been submitted by IRCON to MEA for further approval of Government of Bangladesh. The project cost of Bangladesh portion is estimated at `350 crore.

(i) The estimated cost of Imphal to Moreh (111.25 km) proposed new BG line is assessed as `5428.46 crore, (ii) For Agartala-Akhaura (15.6 km) BG line project, cost for Indian portion (5.05 km) is `580 crore and Bangladesh portion is `350 crore, (iii) Estimated cost of Moreh to Kalay BG rail link will be available once the survey has been done.

Completion of projects depends on many factors such as land acquisition, forestry and wild life clearances, shifting of services, construction of road over and road under bridges, law and order etc. As many of these factors are not within the control of Railways, it is not feasible to fix timelines for all the projects.

Making Old Style Bogies Safe and Comfortable

Integral Coach Factory (ICF) type coaches plying over the Indian Railways (IR) have been designed with the necessary safety features considering the operating conditions over IR. However, the Ministry of Railways has decided to carry out the work of upgradation of the coach interiors and exteriors and to provide additional safety features like the anti-climbing feature, which reduces the chances of coaches climbing one over the other in the event of accidents, in the identified ICF type coaches, that have a certain balance residual life. EoTT Equipments

Indian Railways (IR) have planned to acquire 1000 sets of EoTT equipments to run nearly 1,000 trains without guards. Purchase action for the same has been initiated by Indian Railways.

The EoTT equipment will eliminate the need to run a non-revenue earning guard van at the end of freight train. EoTT will perform the duties of guard like monitoring the train length, brake pipe pressure in last vehicle and indicating to the driver that the train is running intact and is complete. In case of train parting, the system shall indicate to the driver of the train who will then have the ability to apply brakes using EoTT equipment to the rear parted portion of the train so as to avoid collision of the rear portion with the front portion.

Railways is planning to run nearly all goods trains with the EoTT system. The system may need functional upgradation depending on the experience of the Railways over time in using EoTT. Estimated cost of one set of EoTT device is approximately ₹10 lakh.

Introduction of EoTT by Indian Railways is a part of its vision to leverage technology to increase its revenue with minimal investments in infrastructure. This will result from the fact that replacing the guard van with a revenue earning freight wagon will enable Indian Railways to earn revenue without increasing the train length.

Flexi fare in Premium Trains

Railways regularly monitor earning and occupancy of all trains including trains under flexi fare scheme. Review of all existing schemes is a continuous and ongoing process to effect further improvement. Accordingly, an interim review of the flexi fare scheme has been made and the following changes were made with effect from 20.12.2016 :-

(i) 10% rebate in basic fare on vacant berths/seats after preparation of first chart in Rajdhani, Shatabdi and Duronto trains.

(ii) Tatkal quota has been reduced in flexi fare trains from maximum 30% to 10% of the total available berths.

(iii) Discounted fare has been offered in T. No. 12015/12016 New Delhi-Ajmer Shatabdi Express for the passengers travelling between Jaipur-Ajmer and Ajmer-Jaipur and in T.No. 12007/12008 Chennai Central-Mysuru Shatabdi Express for the passengers travelling between Bengaluru-Mysuru and Mysuru- Bengaluru.

Operating cost of running of passenger services is increasing year after year resulting in adverse impact on profitability of passenger segment. Passenger segment is being cross subsidised by the freight segment. In order to generate additional revenues from passenger segment and reduce cross-subsidisation from freight, flexi fare system has been introduced with effect from 09.09.2016 in all classes of reserved accommodation except First AC and Executive class of premium segment trains (Rajdhani, Shatabdi and Duronto trains) which offer faster transit time and higher level of amenities. Additional earnings of about `551 crore has been generated from the trains under flexi fare scheme (Rajdhani, Shatabdi and Duronto trains) during the period from 09.09.2016 to 30.06.2017.

TRAIN SERVICES RESUMED IN TITLAGARH-RAYAGADA RAILWAY SECTION AND DIVERSION OF TRAINS

Finally, after a gruelling struggle against all odds, the rail traffic between Rayagada and Theruvali has been restored with some restrictions. The speed on the approach of the bridges is restricted to 10 kmph with extreme cautious lookout for any warning sign.

Work on the pillars of the bridge still continuing. Hundreds of labourers and dozens of machines are on the job. The traffic resumption has been done due to large number of trains getting cancelled/run on diverted routes, etc. Still, we cannot say that normal train operations have resumed.

One bridge is lying damaged and the other one has just been made fit enough to run with highly restricted speed. Not all trains will be able to pass through the route as the route capacity to run trains has got squeezed.

Some trains may remain cancelled for some time while some other trains may be run on diverted routes. A few important trains will, however, resume service now. Situation under watch. Position being updated from the site regularly.

General Manager Sri Umesh Singh, who was camping there continuously, left the site only after the first engine trial on the repaired bridge was done successfully.
