Special Trains between H.S.Nanded - Ajni Cancelled


Special Trains announced earlier to run between H.S.Nanded and Ajni are cancelled due to poor occupancy. The details are given below:-

1. Train No. 07629 H.S.Nanded - Ajni Special trains on 17th, 24th April; 1st, 8th, 15th, 22nd, 29th May; 5th, 12th, 19th and 26th June, 2017 are cancelled.

2. Train No. 07630 Ajni - H.S.Nanded Special Trains on 18th, 25th April; 2nd, 9th, 16th, 23rd, 30th May; 6th, 13th, 20th and 27th June, 2017 are cancelled.

24 Special Trains between Chennai Central and Santragachi

summer season, twenty four special fare trains will be run between Chennai Central - Santragachi (Kolkata) as detailed below:-

Accordingly, Train No. 06058 Chennai Central - Santragachi Special Fare Train will depart Chennai Central at 15:15 hrson 12th, 19th, 26th April, 3rd, 10th, 17th, 24th, 31st May, 7th, 14th, 21st& 28th June, 2017 (Wednesdays) and arrive Santragachi at 18:20 hrs o­n Thursdays.

In the return direction, Train No. 06057 Santragachi- Chennai Central Special Fare Train will depart Santragachi at 23:50 hrs o­n 13th, 20th, 27th April, 4th, 11th, 18th, 25th May, 1st, 8th, 15th, 22nd& 29th June, 2017 (Thursdays) and arrive Chennai Centralat 05:30 hrs o­n Saturdays.

Enroute these special trains will stop at Gudur, Nellore, o­ngole, Vijayawada, Eluru, Rajahmundry, Samalkot, Anakapalle, Visakhapatnam, Vizianagaram, Brahmapur, Khurda Road, Bhubaneswar, Cuttack, Bhadrak, Balasore and Kharagpur stations in both the directions.

These trains will have 16 coaches viz, four AC II Tier, two AC III Tier, two AC Chair Car, five Sleeper Class, o­ne Pantry Car and two Luggage cum Power Car Coaches.

Central Railway will operate an Integrated Block o­n Trans-Harbour line o­n Sunday 09.04.2017 from 11.30 am to 2.30 pm as under:

UP & DOWN LINE BETWEEN THANE AND NERUL/VASHI FROM 11.30 AM TO 2.30 PM

Dn services leaving Thane towards Panvel / Nerul / Vashi from 10.53 am to 2.38 pm and Up services towards Thane from Panvel / Nerul / Vashi from 10.47 am to 2.35 pm over Trans-Harbour line will remain suspended.
Trans-Habour line passengers are permitted to travel via Harbour / Main line during the block period.
There will be no Mega Block o­n Harbour line.

11028 Chennai-Mumbai Mail and 11020 Bhubaneshwar-Mumbai Konark Express will be diverted via Karjat Panvel and Diva with halt at Diva station for Kalyan bound passengers and will arrive Chhatrapati Shivaji Terminus Mumbai 20 to 30 Minutes behind schedule.

Regulation of UP passenger trains

51028 Pandharpur - Mumbai fast passenger will be regulated at Badlapur for 20 Minutes, 16382 Kanyakumari- Mumbai Express, 18519 Vishakhapatnam-Lokmanya Tilak Terminus, 12702 Hyderabad-Mumbai Hussain Sagar Express and 11036 Mysore - Dadar Express will arrive Chhatrapati Shivaji Terminus Lokmanya Tilak Terminus and Dadar Terminus from 10 to 30 Minutes behind schedule.

Partial Cancellation of Suburban Trains

Chhatrapati Shivaji Terminus –Badlapur local leaving CST at 21.49 hrs will be run upto Ambernath and Badlapur – CST local leaving Badlapur at 23.50 hrs will run Ex. Ambernath. These locals will remain cancelled between Ambernath and Badlapur.

Central Railway has decided to run 16 Weekly Summer Special Trains between Chhatrapati Shivaji Terminus Mumbai and Ernakulum Junction to clear the extra rush of passengers during summer season 2017.

Train No. 01065 Weekly Summer Special will leave Chhatrapati Shivaji Terminus at 15.35 hrs o­n every Tuesday from 18.4.2017 to 06.06.2017   (8 trips) and will arrive Ernakulum Junction at 19.15 hrs next day.

Train No. 01066 Weekly Summer Special will leave Ernakulum Junction at 23.00 hrs o­n every Wednesday from 19.4.2017 to 07.6.2017 (8 trips) and will arrive Chhatrapati Shivaji Terminus at 00.40 hrs o­n Sunday.

FAST PASSENGER TRAIN BETWEEN KALYANADURGA AND KADIRIDEVARAPPALLIINAUGURATED

Shri Suresh Prabhakar Prabhu, Hon’ble Union Minister for Railways flagged off The Train No. 57477/57478 Tirupati - Kadiridevarappalli - Tirupati Passenger through video link from Rail Bhavan, New Delhi today. Shri Asoka Gajapathi Raju, Minister for Civil Aviation and Chairman Railway BoardShri A.K. Mital were graced the occasion.

At Kalyanadurgastation,Shri D Chaman Sab, Hon’ble Chairperson Zilla Praja Parishad, Shri V Hanumantharaya Chowdary, Hon’ble MLA Kalyandurga, Shri Payyavula Keshav, MLC,Smt. Ramalakshmi, Hon’ble Chairperson, Kalyandurga Muncipality, ShriA.K.Gupta, General Manager, South Western Railway and Ashok Gupta, Chief Administrative Officer, Construction, Shri G.J. Prasad, Chief Operations Manager, and other Officers were also present

Rayadurga - Tumakuru New Railway line project of 207 Km was sanctioned by Ministry of Railways in the year 2007-08 at a cost of Rs.1714.50 Cr. (94 Km of this new line is under the jurisdiction of Andhra Pradesh and the remaining 113 Km falls in Karnataka).The project is being executed o­n Cost Sharing basis between Ministry of Railways and Government of Andhra Pradesh /Government of Karnataka in their respective territory o­n 50:50 basis.
40 Km of the first phase of the section between Rayadurga and Kalyanadurga was commissioned in Dec. 2016 and another 23 km between Kalyanadurga and Kadaridevarapalli (Cost Rs.190 Cr. ) has been commissioned today.

This entire stretch of 63 km. from Rayadurga to Kadaridevarapalli falls in Ananthapur Dist of Andhra Pradesh.Work in the remaining section from Kadaridevarapalli towards Tumkur is in progress.

With the commissioning of this section, the people of the region of Ananthpur Dist will get Rail connectivity to Rayadurg, Bellary and Guntakal. It will also contribute to the socio economic development of Rayalseema region of Andhra Pradesh by providing alternate route to Bengaluru. These two cities (Bellary in Karnataka & Ananthpur in Andhra Pradesh are bordering districts. o­n completion, this line will facilitate movement of people across the states, said Shri Gupta, General Manager, South Western Railway.

For the convenience of the public, Railway Board has extended the train services of Train No. 57477/57478 Tirupati – Rayadurga Passenger upto Kadaridevarapalli.

The regular service of the Passenger train service begins with effect from sixth April, 2017.

The Train No. 57477Tirupati- KadiridevarappalliPassenger departures fromTirupatiat 22.30 hrs and arrives Kadiridevarappalli at 13.05 hrs.The train arrives/departures at Ballari (10.40/10.42), Obalapuram (10.58/10.59), Somalapuram(11.16/11.17),Rayadurg(11.50/11.52),Avuludatla (12.08/12.09) and Kalyanadurga (12.34/12.35).

The Train No. 57478Kadiridevarapalli - Tirupati Passenger departures fromKadiridevarappalliat 13.25 hrs and arrives Tirupatiat 06.20hrs.The train arrives/departures at Kalyanadurga (13.42/13.43), Avuludatla (14.12/14.13), Rayadurg (14.36/14.38), Somalapuram (14.56/14.57), Obalapuram (15.20/15.21) and Ballari (16.10/16.12).

During the block, all Down slow line trains will be operated o­n Down through lines (i.e. fast lines) between Marine Lines and Mahim Jn. These diverted trains will not halt at Mahalaxmi, Elphinstone Road, and Matunga Road for want of platform, hence passengers are allowed to travel in opposite direction for their destinations between Bandra & Mumbai Central stations.

All slow services will take double halt at Lower Parel and Mahim Jn. Due to the block, some Up and Down local trains will remain cancelled, the information for which will be available at all stations in the suburban section. Passengers are requested to please take note of the above arrangements.

W.RLY TO OPERATE ITS 1000TH JUMBO BLOCK OVER THE MUMBAI SUBURBAN SECTION

 o­n 9thApril, 2017, Western Railway is all geared-up to undertake a Jumbo Block between Marine Lines & Mahim and they have a reason to cheer. What makes this block so special is that it marks the 1000th such Jumbo Block being operated by W.Rly over its suburban section.

            As stated by Shri Ravinder Bhakar, Chief Public Relations Officer, Western Railway in a Press Release, the first Jumbo Block o­n Western Railway Suburban section was planned & operated o­n 22nd October, 1995 between Borivali & Goregaon o­n the UP & DOWN FAST Lines and the pattern was followed wherein such blocks of almost 3 to 5 hrs were undertaken, mostly o­n Sundays or Saturdays. The traffic department of the Division was entrusted with the o­nus of planning the diversions and cancellation of suburban services. It is so meticulously planned that there is minimum inconvenience caused to travelling passengers.

 The Jumbo Block is conducted in order to carry out maintenance work of tracks, signlling & overhead equipments, which is jointly undertaken by Engineering, Electrical & Signalling departments of that particular section. The main motive has been to give high priority to the improvement of the current infrastructure and also with an emphasis o­n preventive maintenance. This weekend, brace yourself patiently to this noble cause by W. Rly, as it undertakes its 1000th Jumbo Block on DOWN LOCAL (slow) line between Marine Lines & Mahim between 10.35 to 15.35 hrs.

Transforming Konkan Railways Into A Fast and Efficient Railway

The alignment of Konkan Railway runs through Western Ghats geographically challenging terrain. Konkan Railway is engaged in train operations between ROHA – MANGALORE for a stretch of 740  kms since 1998. Konkan Railway  has made significant strides in its 26 years of existence.

The Hon'ble Minister for Railways Shri Suresh Prabhu, has understood where the challenge lies before the Corporation and how to address the same. He took a lead and  taken a series of concrete steps to solve these pressing issues once and for all.
Corporation took various initiatives under able guidance of Hon’ble Minister for the upliftment of Konkan Region by way of providing more and more passenger amenities over Konkan Railway which has facilitated in making the journey more comfortable.  Amongst the measures initiated by the Hon’ble Minister includes capacity enhancement of KRCL line, route electrification, construction of additional eleven new stations etc.  to name a few.
To boost the development of Konkan region on its Highmark and provide all kind of support to the people of Konkan in general, Hon’ble Minister for Railways has taken a decision to Increase  Authorised Equity Share Capital for providing more financial support to Konkan Railway.

Increase Authorised Equity Share Capital:
On 16.12.2016 Ministry of Railway (MoR) has accorded Approval for increase of Authorised Equity Share Capital from ` 806.47 crore to ` 4,000 crore. Subsequently, shareholders of the Corporation at its meeting held on 28.02.2017 unanimously passed special resolution for increase in authorised equity share capital from ` 806.47 Cr to ` 4,000 Cr for execution of various capital expenditure projects like
1)    Roha-Veer Part Doubling
2)    Route Electrification of Konkan Railway
3)    Doubling of Traffic Capacity of Konkan Railway
4)    Chiplun – Karad Rail Connectivity Link and
5)    Construction of Additional Loop Lines and New Crossing Stations.

The total cost for executing these projects is of the order of around   ` 10,000 crore and the projects are likely to be completed in a phased manner spanning about 5 years. Conversion of many halt stations into a crossing station and patch doubling will improve the operations and throughput which will ease the inconvenience and hardships being faced by the people in and around Konkan region and make their journey comfortable on Konkan Railway.
This will go a long way not only towards benefiting the traveling passengers at large, but also contribute significantly to the socio-economic development of the entire Konkan region, which would in turn, lead towards the growth of the nation.
Accordingly, all Shareholders will make equity infusion through Rights Issue of `3050 Cr in tranches for these infrastructure projects. Remaining cost will be finance through market borrowings.
Hon'ble Minister for Railways is seeking to radically transform - right from travel experience to boost the development pace on Konkan Railway to meet the expectations of the people of the Konkan Region.
Here it is worth to mention, under the able guidance of Hon'ble Minister for Railways Shri Suresh Prabhu, Konkan Railway has received “Excellent” rating for execution of Memorandum of Understanding signed between Konkan Railway and Ministry of Railways for the financial year 2015 – 16.

Upgradation of Rolling Stock Technology of Railways

The Government has taken several measures in order to induct and proliferate new technology in rolling stock, some of which are listed below:


•    It has been decided to proliferate Linke Hofmann Busch (LHB) coaches (for Mainline trains) on Indian Railways. These coaches are lighter in weight and have better passenger amenities, higher carrying capacity, higher speed potential, increased codal life, better maintainability and safety features, as compared to conventional Integral Coach Factory (ICF) type coaches.


•    Chittaranjan Locomotive Works (CLW) has completely switched over to the manufacture of new generation, high horse power, energy efficient Insulated Gate Bipolar Transistor (IGBT) based three-phase locomotives from 2016-17.


•    Diesel Locomotive Works (DLW)/ Varanasi has switched over to the manufacture of high horse power, IGBT based three-phase locomotives for Railways’ requirement from 2013-14.


•    Switchover to energy efficient 3 Phase Propulsion system in Electric Multiple Units (EMUs) has been effected by ICF/Chennai.


•    Diesel Electric Multiple Units (DEMUs) are fitted with 3 Phase Propulsion system by ICF/Chennai, which is more reliable.


•    The locomotives that shall be supplied by Madhepura Electric Locomotive Company Limited (MELPL), a Joint Venture company of ALSTOM Manufacturing India Limited and Ministry of Railways, shall have state-of-the-art three phase propulsion system with regeneration capability, higher power output per axle and increased availability and reliability.


•    The diesel locomotives that shall be supplied by GE Diesel Locomotive Private Limited (GEDLPL) from Diesel Locomotive Factory, Marhowra, a joint venture of GE Global Sourcing India Pvt. Ltd. and Ministry of Railways, shall have state-of-the-art AC-AC propulsion system with stringent emission standards, higher tractive effort, and increased availability and reliability.


•    LHB Technology for coaches (Mainline) was acquired through a Transfer of Technology (ToT) agreement with M/s ALSTOM/ Germany.


•    CLW had acquired technology for manufacture of three-phase electric locomotives from M/s ABB/Switzerland.


•    DLW has acquired technology for manufacture of high horse power three-phase diesel locomotives from M/s EMD/USA.

Extension of Tirupati-Kalyandurg Passenger train service Up to Kadiri Devarapalli

Minister of Railways Shri Suresh Prabhakar Prabhu  inaugurated the Extension of Train No. 57477/57478 Tirupati - Kalyandurg Passenger Train up to Kadiri Devarapalli through video conferencing from Railway Board.

Minister of Civil Aviation Shri Ashok Gajapathi Raju Pusapati was specially present to grace the occasion. Chairman, Railway Board, Shri A. K. Mital, Member Traffic Railway Board Shri Mohd Jamshed and other Railway Board Members and senior officials will also be present on the occasion.

Speaking on the occasion, Minister of Railways Shri Suresh Prabhu said that a new line is constructed from Rayadurg-Tumkuru and  Kalyandurg to Kadiri Devarapalli section forms a part of this line. This Passenger Train will facilitate pilgrims travelling to Tirupati.

Indian Railways extended 57477/57478 Tirupati-Kalyandurg Passenger train service (Daily) upto Kadiri Devarapalli.The train is extended on new line from Kalyandurg to Kadiri Devarapalli (23 km) forming a part of Rayadurg-Tumkuru new line on South Western Railway.

Measure to increase Railway Revenue


Railways need increased revenue in 2017-18 not only to meet higher revenue expenditure assessed in Budget Estimates 2017-18 but also to have surplus so as to supplement Railways’ capital expenditure from internal resources.


Accordingly, a 9.8% increase in Gross Traffic Receipts of Railways has been targeted in Budget Estimates 2017-18.


In order to increase the revenue earnings in freight transportation and to improve the efficiency of freight traffic specially for non-conventional traffic in high capacity and special purpose wagons, following schemes have been introduced for procurement of rakes for freight transportation by inviting private investment through partnerships:



· Liberalized Wagon Investment Scheme: So far, out of 68 rakes for which approval for procurement has been accorded to various customers, 32 rakes have been procured/inducted and are running in the system.

· Wagon Leasing Scheme: Two Companies have been registered under the scheme as Wagon Leasing Companies who have procured 12 rakes of BLC wagons and 1 BTAP rake. Approval for 4 new BLC, 1 BTAP and 6 BFNS (22.9t axle load) rakes have been accorded.

· Special Freight Train Operators Scheme: So far, 3 rakes of BRNA wagons have been inducted and approval for procurement of 3 rakes of BFNS (22.9t axle load) has been given.

· Automobile Freight Train Operators (AFTO) Scheme: License has been given to two companies to work as AFTO and they have procured 9 rakes till date.



Further, to facilitate rapid development of a network of freight terminals with private investment, to provide efficient and cost effective logistic services with warehousing solution to end users, a scheme namely Private Freight Terminal (PFT) has been introduced. So far, 94 proposals have been received under the scheme out of which 47 terminals have been notified and are functional.



Regular interactions are held with stakeholders of the main bulk commodities carried by the Railways so as to meet the requirement of the industry.



The Government has initiated various freight rationalization measures to increase freight revenue. Some of these steps are as under:-



(i) Withdrawal of Port Congestion Charge from 13.04.2016.

(ii) Extension of Automatic Freight Rebate scheme for traffic loaded in empty flow direction upto 31.03.2018.

(iii) Withdrawal of dual freight policy for iron ore w.e.f. 10.05.2016.

(iv) Re-introduction of short lead concession and reduction of minimum distance for charge from 125 km to 100 km w.e.f. 15.07.2016.

(v) Rationalisation of Coal Traffic has been done with reduction in freight for long lead power houses w.e.f. 22.08.2016.

(vi) BCN group permitted for two point booking and mini rake w.e.f. 15.03.2016.

(vii) Distance for mini rake increased from 400 km to 600 km w.e.f. 15.03.2016.

(viii) A liberalized policy with delegation of power to Zonal Railways introduced for two point booking of covered wagons in which any two stations within a distance of 200 km in busy season and 400 km in lean season have been permitted for two point booking w.e.f. 22.07.2016.

(ix) Rationalisation of Merry-Go-Round (MGR) system w.e.f. 01.04.2016, which has led to reduction in freight rate to the extent of 80%.

(x) Proliferation of Roll-on Roll-off (RORO) service launch on East Central Railway from 25.05.2016 and subsequently on other Zonal Railways.

(xi) Permission to notify Group I and Group II station/goods sheds as CRTs for lift on-lift off operations w.e.f. 12.07.2016.

(xii) Charging of commodities for transportation by containers has been liberalized. 43 additional commodities de-notified for charging at FAK rates w.e.f. 02.09.2016.

(xiii) Guidelines for Station to Station Rate policy issued on 29.09.2016.

(xiv) Class of various commodities have been rationalized and new commodities have been added in Goods Tariff.

(xv) Instruction for movement of HSD Oil in BTPN rates from Numaligarh refinery siding (NRSR) to Parbatipur, Bangladesh has been issued w.e.f. 13.03.2016.

(xvi) The system of transportation to Bangladesh through ‘Dump’ and ‘load adjustment’ has been discontinued.

(xvii) Withdrawal of levy of congestion charge for stone traffic transported from Eastern Railway to Bangladesh via Darsana/Benapole.

(xviii) Weighment of Standard Bagged consignment policy has been rationalized.

(xix) Discount on loading of bagged consignment in open and flat wagons w.e.f. 24.10.2016.

(xx) Policy on Long Term Contracts with key freight customers launched.

(xxi) Besides following measures are being planned for 2017-18:

a) New delivery models like – Running of double stack dwarf container under-wire.

b) Expansion of freight basket.

New Catering Policy -2017 in Railways

To improve the standard of food being provided to passengers in trains, new Catering Policy has been issued on 27th February 2017 wherein inter-alia IRCTC has been mandated to carry out the unbundling by creating a distinction primarily between food preparation and food distribution. In order to upgrade quality of food preparation, IRCTC is to set up new kitchens and upgrade existing ones. The salient features of the new Catering Policy 2017 are as under :-



(i) IRCTC to manage catering service on all mobile units. Pantry car contracts awarded by zonal railway to be reassigned to IRCTC.

(ii) Meals for all mobile units to be picked up from the nominated kitchens owned, operated and managed by IRCTC.

(iii) IRCTC not to outrightly outsource or issue licenses for provision of catering services to private licensees. IRCTC to retain the ownership and be fully accountable for all the issues pertaining to setting up and operation of the Base Kitchens and quality of food.

(iv) IRCTC to engage service providers from hospitality industry for service of food in trains.

(v) All four Base Kitchens under departmental operation of Zonal Railways (Nagpur, Chhatrapati Shivaji Terminus (CSTM) , Mumbai Central (BCT) and Balharshah) and all kitchen units i.e. Refreshment Rooms at A1 and A category stations, Jan Ahaar, Cell Kitchens are to be handed over to IRCTC on ‘as is where is basis’. IRCTC to set up its own Kitchens at additional stations, if required.

(vi) Kitchen structures/land/space to be handed over by zonal Railways to IRCTC, for a period of 10 years extendable for another period of 5 years, on a token license fee.

(vii) IRCTC to be responsible for management of Food Plaza, Food Courts, Fast food units within the ambit of this policy.

(viii) The setting up/ development / refurbishment of new or existing Base Kitchens/Kitchen units to be undertaken by IRCTC. These kitchens are to be owned, operated and managed by IRCTC.

(ix) IRCTC to develop different types of kitchens keeping in view supply of food and usage assessed.

(x) IRCTC to develop the Business model for the kitchens so that they can expand and enhance the service. IRCTC to prepare a detailed concession agreement for setting up/development of the kitchens.

(xi) Zonal railway to manage static unit (catering stall /milk stalls/ trolleys etc.) except base kitchens and kitchen units to be handed over to IRCTC .

(xii) For the purpose of allotment, a Refreshment Room (at B and below category stations) or a stall or a trolley to be deemed as one unit. As such, a single unit is to be awarded through a single license.

(xiii) Provision of perpetual renewal has been done away with. Now it has been envisaged that tenure of all static units (except kitchen units and Food Plaza) shall be 5 years only. Tenure of Food Plaza shall be for a period of 9 years.

(xiv) Allotments of General Minor Units at all category stations to be done through open, competitive, two-packet tendering system from the eligible bidders by divisions.

(xv) For the first time, it has been envisaged that allotment of Special Minor units (reserved category) at all category stations will be done by divisions through open tendering system within the similar reserved category. The technical eligibility criteria has been simplified.

Ministry of Railways has approved the conversion of three passenger trains i.e. 59025/59026 Surat- Amravati Passenger, 59459/59460 Rajkot- Veraval Passenger and 59389/59390 Indore- Bhopal Passenger into MAIL/EXPRESS trains w.e.f 4th August, 2017.

The train number & status of 59025/59026 Surat- Amravati Passenger will be changed as 19025/19026 Surat- Amravati Tri-weekly Express train with existing halts and timings. The train will have Second Class Chair Car and Second Class General Coaches.
