INCREASE IN FREQUENCY OF LUCKNOW-PATLIPUTRA- LUCKNOW TRI-WEEKLY EXPRESS TRAIN

For the convenience of Rail Passengers, Railways have decided to increase the frequency of 12529/12530 Lucknow Jn.-Patliputra- Lucknow Jn. Tri-Weekly Express Train to five days a week with immediate effect. The 12529/12530 Lucknow Jn.-Patliputra- Lucknow Jn. Express Train will now run 5 days a week i.e. on Monday, Tuesday, Wednesday, Friday & Saturday instead of 3 days a Week (i.e. on Monday, Wednesday, Friday).

CANCELLATION/REGULATION AND SHIFTING OF PLATFORMS OF DEPARTING & ORIGINATING TRAINS AT NEW DELHI STATION ON 01.07.2017 AND 02.07.2017 DUE TO MAINTENANCE WORKS ON PLATFORM NO.2


Owing to maintenance & repair works being carried out at Platform No. 2 at New Delhi railway station (Use of Non-Shrink Free Flow Cementitious Grout for repairs to Washable Apron) scheduled from 12:00 wee hours of 01.07.2017 to 12.00 noon of 02.07.2017, the berthing of all regular Mail/Express/Passenger trains on Platform No. 2 will be shifted to other platforms.

Consequent to the above works, the following trains scheduled to depart/ arrive at New Delhi station on 01/02.07.2017 shall be re-scheduled/regulated/cancelled as under:

PUT-BACK OF TRAIN ON 01/02.07.2017:

· Train No. 12029 New Delhi-Amritsar Swarna Shatabdi Express scheduled to depart from New Delhi at 07.20 a.m. shall be re-scheduled to depart at 07.30 a.m. on 01/02.07.2017 respectively.

REGULATION OF TRAIN ON 01/02.07.2017:

· Train No. 12957 Ahmedabad-New Delhi Swarna Jayanti Rajdhani Express scheduled to arrive at New Delhi at 07.30 a.m. shall be regulated at Outer signal for 10 minutes before berthing on the receiving platform on 01/02.07.2017 respectively.

· Train No. 12044 Moga-New Delhi Shatabdi Express scheduled to arrive at New Delhi at 10.10 p.m. shall be regulated at Outer signal for 10 minutes before berthing on the receiving platform on 01.07.2017.

CANCELLATION OF TRAIN ON 01/02.07.2017:

· Train No. 64911/64912 New Delhi- Rohtak -New Delhi EMU train shall remain cancelled on 01. 07.2017 &02.07.2017 respectively.

· Train No. 64492 New Delhi-Palwal EMU shall remain cancelled on 01. 07.2017

Central Railway Mega Block on 02.07.2017

MATUNGA-MULUND DN SLOW LINE FROM 11.30 AM TO 4.30 PM

All Dn slow services leaving Matunga from 11.12 am to 4.27 pm will be diverted o­n Dn fast line between Matunga and Mulund stations halting at Sion, Kurla, Ghatkopar, Vikhroli, Bhandup and Mulund stations and further re-diverted to Dn slow line at Mulund station.

Dn slow services will not be available at Vidyavihar, Kanjurmarg and Nahur.  Passengers of these stations are allowed to travel via Ghatkopar/Bhandup/Mulund during the block period.

All Up fast services leaving Thane from 11.22 am to 3.28 pm will halt at Mulund, Bhandup, Vikhroli, Ghatkopar and Kurla stations in addition to their respective scheduled halts and will arrive destination 15 minutes behind schedule.

All Dn fast services leaving Chhatrapati Shivaji Maharaj Terminus Mumbai from 10.48 am to 2.54 pm will halt at Ghatkopar, Vikhroli, Bhandup and Mulund stations in addition to their respective scheduled halts and will arrive destination 20 minutes behind schedule.

SCR sets a new record in Electrification of Rail network. 397 Kms of Railway Line electrified during last three months


The initiative of Shri Vinod Kumar Yadav, General Manager, South Central Railway towards enhancing the pace of completion of projects o­n the Zone has yielded significant results. The Zone has attained a new achievement of completing electrification of railway lines o­n its network to the extent of 397 Kms during the first quarter of the current fiscal i.e. April - June 2017 three month period. This record completion of 397 Kms electrification comes in comparison to 93 Kms commissioned during the last fiscal of 2016-17 and sets a high benchmark, reached for the first time.

The sections completed during April - June 2017 are:

ØGuntakal - Chiksugur for a distance of 135.58 Route Kms

ØNallapadu - Cumbum for a distance of 164.48 Route Kms

ØGuntakal - Dhone for a distance of 69 Route Kms

ØGooty - Pendekallu for a distance of 28 Route Kms

Electric traction continues to play a dominant role in the Railway since it is a clean technology and energy efficient mode of transport. Electric traction is best suited for massand rapid transport, it reduce running time of passenger trains and makes possible to run longer train. Being energy efficient system it is also preferred for long and heavy freight trains to ensure quicker transportation of goods.
In South Central Railway electrification has been under progress o­n large scale. In current financial year, in addition to the 397 Route Kms electrified, it is planned to complete electrification in several other stretches too.

The Guntakal - Wadi section which includes the newly electrified Guntakal - Chiksugur section has already been commissioned for rail services with electric loco motives hauling the trains. This has made seamless operation of trains o­n electric traction without any change of locomotive from New Delhi to Bengaluru via Secunderabad. The Bengaluru-Hazrat Nizamuddin Rajdhani Express via Secunderabad will be running o­n electric traction entirely between the two destinations. Commissioning of electrification o­n this section has speeded up the coal transportation to Raichur thermal power plant.

In Nallapadu - Cumbum section, inspection of Commissioner of Railway Safety is completed and clearance has been received. It is planned to run passenger train o­n electric traction from Tenali - Markapur shortly.  Freight train has already started running by electric locomotives from Nallapadu - Cumbum.

In Guntakal - Dhone and Gooty - Pendekallu section the inspection of CRS has been completed and clearance obtained. Electrification of these two sections increases the  capacity of train movements and speeding of rail services, o­n the Guntakal - Gooty - Pendekallu  triangle, thereby significantly improving the  rail services to  Bengaluru and Chennai, Vijayawada and Secunderabad.

The stress of General Manager towards speedier electrification of Railway lines is in tune with the objective of strengthening of rail infra to run more services and also reduce carbon footprints o­n account of running diesel traction which results in pollution.

Bengaluru-Hazrat Nizamuddin- Bengaluru Rajdhani Express to Run on Electric Traction from End –to- End with effect from 1st July, 2017

Train No. 22691/22692 Bengaluru-Hazrat Nizamuddin- Bengaluru Rajdhani Express will run o­n Electric (AC) Traction end to end between both the destinations o­n operational grounds temporarily from 1st July, 2017 till 31stOctober, 2017 by running o­n a slightly diverted route (purely operational diversion without any change in commercial stoppage of the train). The train will run via Secunderabad, Vikarabad, Guntakal, Gooty and Dharmavaram.

Accordingly, services will start running o­n Electric Traction commencing with Train No. 22692 Hazrat Nizamuddin – Bengaluru Rajdhani Express leaving Hazrat Nizamuddin o­n 30th June, 2017.   02192 Santragachi-Jabalpur Superfast Special leaving Santragachi at 20.40 hrs every Thursday will reach Jabalpur at 15.10 hrs, the next day. In the return direction, 02191 Jabalpur-Santragachi Superfast Special leaving Jabalpur at 20.55 hrs every Wednesday will arrive Santragachi at 16.00 hrs, the next day.

Rail Land Development Authority (RLDA), an institution under Ministry of Railways and National Building Construction Corporation (NBCC), a PSU of Ministry of Urban Development sign an MoU regarding redevelopment of identified railway stations on Indian Railways

An MoU was signed today i.e. 30th June,2017 between Rail Land Development Authority (RLDA), an institution under Ministry of Railways and National Building Construction Corporation (NBCC), a PSU of Ministry of Urban Development for implementation of station redevelopment projects for 10 identified stations in partnership with respective Smart Cities in the gracious presence of Shri Suresh Prabhakar Prabhu, Minister of Railways & Shri M Venkaiah Naidu, Minister of Urban Development, Minister of Housing & Poverty Alleviation and Minister of Information & Broadcasting, Shri Rajen Gohain, Minister of State for Railways in New Delhi. Member Engineering, Railway Board & Ex Officio Chairman, RLDA, Sh Aditya Kumar Mittal was also present. Signatories to the MoU were Shri Rakesh Goyal, Vice Chairman, RLDA & Anoop Kumar Mittal, Chairman cum MD, NBCC. These 10 stations are – Tirupati, Delhi Sarai Rohilla, Nellore, Madgaon, Lucknow, Gomtinagar, Kota, Thane New and Ernakulam Jn.

Speaking on the occasion, Shri Venkaiah Naidu, Minister of Urban Development, Minister of Housing & Poverty Alleviation and Minister of Information & Broadcasting said that the people of the country are looking for new facilities and new changes, they expect transformations to be done expeditiously in all spheres of life. It is a very good idea to develop smart stations along with the smart cities. He said that the PSUs of his ministry will undertake stations redevelopment in a professional way.

Speaking on the occasion, Shri Suresh Prabhakar Prabhu, Minister of Railways said that Indian Railways has taken up this ambitious program of station redevelopment in a big way and have adopted multi pronged strategy to accomplish this mammoth task. He said we have chosen PPP model and are roping in varied agencies to execute the project namely Railways’ own PSUs, other Central Government PSUs, foreign countries through Government to Government cooperation and state governments. He said that once the stations are redeveloped, the passengers will get facilities of world standard. He said that NBCC has now been given 10 stations in first phase for redevelopment and more stations would be given to them in subsequent phases.

RLDA and NBCC shall form a SPV in the form of a JV Company to execute the station redevelopment project. The JV shall redevelop the stations on a self-financing model. NBCC shall use its expertise in preparing DPR of the Project and business model. RLDA shall extend necessary help to NBCC in arranging all requisite data pertaining to the stations and get the vacant land entrusted from Ministry of Railway as per approved master plan of the station. The JV of NBCC and RLDA shall also enter into city support agreement with the respective Smart City Authorities and local bodies to obtain support relating to development of approach infrastructure and favorable Development Control Norms for the project.

Background

Earlier in October 2016, the MoU was entered into between Ministry of Railways and Ministry of Urban Development for mutual cooperation between the two Ministries for integrated planning of redevelopment of railway stations in the cities included in the ‘SMART Cities’ and AMRUT schemes.The proposal was to plan the redevelopment of stations in partnership with the smart city SPVs and Urban Local Bodies so that the planning and redevelopment of the station and the city areas near the station is done in an integrated manner. provided for formation of a JV company between NBCC and RLDA to take up the station redevelopment projects as NBCC has very wide and varied business experience in and expertise in the field of construction & real estate development and RLDA has expertise in monetization of Railway land by way of long term leasing of land.

Clarification by Ministry of Railways regarding Media News about New changes from 1st July, 2017


It has been noticed that a news item is in circulation in various social media platforms, WhatsAPP Groups, and some websites which mentions that Indian Railways is introducing several changes and new facilities with effect from 1st July, 2017. This news is totally incorrect and baseless. A section of media has also published this news without verifying it from the authorized sources of the Indian Railway system. This has created a lot of confusion in the minds of the rail users. In this context, Ministry of Railways would like to clarify following : -



1. There are as such no new changes being introduced from 1st July, 2017; the only new thing is that Railways, like other departments,is rolling out GST w.e.f 1st July, 2017.(separate press release on GST is available)

2. Railways has been selling waitlisted tickets both through online (e-ticket) and PRS counters. There is no change in this scheme and railway will continue to sell waitlisted tickets through both online and PRS counter.

3. Railways has been running Suvidha Class of Trains since July, 2015, and such trains will continue to run. The waitlisted ticket in such trains is also available, if required. Provision of partial refund in case of Suvidha Train Tickets is available right from the beginning of the scheme. Hence, no new changes in this regard.

4. Railways have notified new refund rules in November, 2015.There rules are still continuing and there is no change in them.

5. There is no proposal to discontinue paper tickets for Shatabdi and Rajdhani trains and for that matter in any class of train. However, for passengers booking tickets online (i.e. E-Tickets) the tickets received by sms is a valid authority for travel along with permissible proof of identity.

6. The booking time for Tatkal Tickets was changed in 2015 with booking for AC classes opening at 10:00 AM and for Non-AC classes at 11:00 AM. one day in advance of actual date of journey excluding date of journey. There is no change in these timings and the same arrangement is continuing.

7. Again there is no change in the refund rules of tatkal tickets. Under the existing rule, no refund is granted on cancellation of confirmed Tatkal tickets/ duplicate tatkal ticket. This rule continuous to be in operation.

8. Railways is already running its destination alert facility on its helpline number 139. In addition, a free destination alert service in some Rajdhani and Shatabdi trains was also introduced on a pilot basis for train arrival at destination between 11:00 AM to 6:00 AM already available. So there is no change in this facility also.

9. There is no such proposal to make Aadhaar mandatory for availing train concessions.

10. There is no proposal for printing tickets (both, e tickets & PRS tickets) in regional languages.

11. There is no proposal to run duplicate trains. We, in anyway, run special trains to clear the rush during peak season on identified popular routes as per the traffic requirements & operational feasibility.

12. Railways have launched ‘VIKALP’, Alternative Train Accommodation Scheme(ATAS) on November 1,2015 with a view to provide confirmed accommodation to waitlisted passengers and also to ensure optimal utilization of available accommodation. This facility was initially started on New Delhi – Jammu, New Delhi – Lucknow, Delhi - Howrah, Delhi - Chennai, Delhi - Mumbai and Delhi - Secunderabad Circuits. Now this scheme was expanded to all the sectors on March 22,2017.

Ministry of Railways has decided to incorporate downloaded Aadhaar (e-Aadhaar) also as prescribed proof of identity at par with printed Aadhaar Card during travel.

Minister of Railways Shri Suresh Prabhakar Prabhu Lays the Foundation Stone for Final Location Survey of Bilaspur-Manali-Leh New Broad Gauge Line



After the significant progress in the completion of the rail line in the state of Jammu & Kashmir, the Indian Railways endeavours to extend the socio-economic benefits of rail transportation to other remote areas and challenging terrains of the hilly states (HP & J&K) where development is scarce. Amongst the various socially desirable projects in the country, Bilaspur-Mandi-Leh Rail Line (route length 498 Kms) constitutes great significance. The project is of both strategic and economic, development and tourism importance, with its unique distinction being the highest railway track in the world.

Minister for Railways Shri Suresh Prabhakar Prabhu laid the foundation stone for the Final Location Survey Of Bilaspur-Manali-Leh New Broad Gauge Line, at Leh today (27th June 2017) in the august presence of distinguished guests on the occasion. Shri R.K. Kulshrestha General Manager, Northern Railway and other Senior Railway officials were also present in the function.

Leh is the most important town in Ladakh region of J&K State having approximately 1.5 lakhs population. It has a high footfall of Indian & Foreign tourists each year. The district Leh is the second largest district in the country with elaborate Army Establishments and is the Headquarter of 14 corps. The region being a cold desert, the temperature during the winter months (Oct-Mar) plummets down to well below freezing point. The road connectivity to this area is gets cut off from other parts of country due to heavy snowfall, thus necessitating all weather rail connectivity both for strategic as well as socio-economic needs.

In order to connect Leh with a broad gauge railway line with the rest of the country, Indian Railway have taken up Final Location Survey, a precursor to actual construction from Bilaspur to Leh via Manali. The alignment shall connect Mandi, Kullu, Manali, Keylong and other important towns of Himachal Pradesh & Jammu & Kashmir states enroute. The line from Bilaspur shall be further connected to Bhanupali between Anandpur Sahib and Nangal Dam.

The Proposed alignment passes through the Shivalik, Great Himalayan & Zanskar Ranges, areas with wide variation in height (600m to 5300 m above MSL) and Seismic zone IV and V [ IS:1893(Part-I)-2002], necessitating building of large number of tunnels, deep viaducts & bridges. The work of Final Location Survey has been entrusted by Ministry of Railways to RITES Ltd and is planned to be completed by March 2019 with an approximate cost of 157 crores.
Activities Involved for the Survey:
State of Art technologies are being employed to have a constructible, most economic, safe, and all weather railway line.
●       Development of corridors with different grades using Digital elevation Models, with overlays for Geological Maps, Snow & Avalanche Studies, Hydrological & Seismic Data using the latest software and selection of most optimum corridor.

●       Analysis of the selected corridor and development of most suitable alignment.

●       Geological and Geophysical investigations and design of bridges, tunnels & viaducts.

●       Marking of central line of alignment on site.

●       Preparation and submission of Detailed Project Report.


The construction of railway line in such difficult and treacherous terrain would be a daunting challenge for Indian Railways and would be an unmatched marvel globally once completed.

CR - Two Special Traffic Special Blocks (one near Thakurli and the other between Ambarnath-Badlapur) on 25.6.2017

Central Railway will operate 2 special traffic blocks o­n Main line o­n Sunday 25.6.2017. The details are as under –



BLOCK – 1: Traffic and power block o­n all 6 lines between Dombivli and Kalyan for launching of 4 Girders in connection with construction of Road Over Bridge at Thakurli.



On Up and Dn Slow line from 09.15 hrs to 15.15 hrs

On Up and Dn Fast line from 09.15 hrs to 12.45 hrs and

On 5th and 6th line from 9.15 hrs to 15.15 hrs



BLOCK -2: Traffic and power block o­n Up and Dn lines between Ambarnath and Badlapur for Re-building of Bridge No. 63/3 in Ambernath – Badlapur section with precast RCC segmental box by cut and cover method with road crane.



On Up and Dn line between Ambernath and Vangani from 09.30 hrs to 14.00 hrs.



RUNNING OF SUBURBAN TRAINS o­n 25.6.2017



·Suburban services will remain suspended between Kalyan and Dombivli stations from 09.10 hrs to 12.50 hrs o­n Up and Dn fast line and from 09.10 hrs to 15.20 hrs o­n Up and Dn slow line.

·No services will be available at Thakurli station from 09.00 to 15.30 hrs in both directions.

·On Dn fast line services will be available from 12.00 hrs between CST – Ambernath and CST – Kasara/Asangaon/Titwala.

·On Up fast line services will be available from 12.45 between Ambernath – CST and Kasara/Asangaon/Titwala – CST.
