HIGH LEVEL MEETING HELD BETWEEN GM/NCR AND COMMISSIONER/ALLAHABAD ON PREPRATIONS FOR KUMBH MELA-2019

A high-level meeting o­n the preparations for the Kumbh Mela 2019 was held between GM/NCR, Shri M.C Chauhan and Commissioner Allahabad Zone, Dr Ashish Goyal. Also present in the meeting were DRM/Allahabad, ADG/Allahabad, IG/Allahabad, DM/Allahabad, DRM/Lucknow, ADRM/Allahabad, SSP/Allahabad and PHODs/HODs & senior officers of the North Central Railway, Civil Administration of Allahabad, Lucknow Division of Northern Railway and Varanasi Division of North Eastern Railway. The meeting began with a welcome of all present in the meeting by Chief Bridge Engineer/NCR. After the welcome, discussion o­n the agenda items began. Coordination between different departments enjoined with the successful conduct of the Kumbh Mela-2019 was the first item to be discussed. The long-standing demand of a Shatabdi-class train between Allahabad and Lucknow was the next to come up. GM/NCR said that it running of such a train-shatabdi/jan Shatabdi-between Allahabad and Lucknow would be a boon for the people of both the cities and would satisfy a very important need of the denizens of both the cities. He further suggested that encroachments near the Allahabad station, bus stand etc should be removed and utilities like prepaid booths for taxis and autos should be developed. Another important issue that was discussed was the development of Subedarganj, Phaphamau, and Jhunsi stations in the form terminal stations. The major part of the meeting was devoted to Construction of ROBs o­n:

a)GT-road-Khusrobagh-lukerganj route over Howrah-Delhi railway track: To be built by North Central Railway

b)ROB near MNNIT over ALD-LKO railway track: to be built by Northern Railway

c)ROB o­n ALD-Varanasi route, near Rambagh Railway station of NER ovr Level Crossing Number ST/1B: North Eastern Railway

d)ROB o­n Level Crossing Number S-3A near Airport o­n Begum Bazaar-Bhagwatpur route lying o­n Allahabad-Kanpur Route of North Central Railway: North Central Railway

e)ROB over Level Crossing Number-28 in Phoolpur: North Eastern Railway

f)ROB in Naini: North Central Railway

g)ROB in Mauaima: Northern Railway

Apart from the above, Finalization of drawings, estimates for the construction of new ROBs in Jhalwa, Jagatpur, Bakhshi Badh and Salori; identification of parking spaces for buses at Allahabad, Subedarganj, Cheonki, Naini, Prayag, Daraganj and Jhunsi Stations; widening of steps of the new FOB built at Rambagh Station and construction of an additional FOB there; laying of 800m sewer line near Prayag Station under Rampriya Road and widening of Nawab Yusuf Road were the other issues that came up for discussion. It was decided in the meeting that coordination between all stakeholders would be stepped up and completion of all works o­n time would be ensured. Train no.18211/18212 Durg-Jagadalpur-Durg Tri-weekly Express, 18107/18108 Rourkela-Koraput-Rourkela Express, 58529/58530 Durg-Visakhapatnam-Durg Passenger and 58301/58302 Sambalpur-Koraput-Sambalpur Passenger will remain cancelled up to 31stMarch, 2018.

Due to heavy rain and flood causing breaches and washing out of two spans (pillars) of a Railway Bridge affecting Down Line between Theruvali and Singapur Road Stations in Rayagada District in Rayagada-Titlagarh Railway Section o­n 15thJuly, 2017, train services were affected. As a result, trains in the route were diverted, cancelled and short-terminated.

The Down Line Bridge was made fit for train communication o­n the morning of 19thJuly, 2017 and some of the trains were allowed to run in the section with restricted speed. After review, train services have gradually improved in the section and long distance Express trains were resumed fully in the section except above two Express and two local passenger trains. The above cancelled trains will resume service after reviewing the feasibility of the track and bridge.

Train No. 07435 Kakinada Port - Secunderabad special train will depart Kakinada Port at 17:30 hrs on 23rd November, 2017 and arrive Secunderabad at 04:20 hrs.
In the return direction,Train No. 07436 Secunderabad – Kakinada Port special train will depart Secunderabad at 19:15 hrs on 24th November, 2017 and arrive Kakinada Port at 05:45 hrs on the next day.
Enroute, these special trains will also stop at Nalgonda, Miryalaguda, Piduguralla, Sattenapalli, Guntur, Vijayawada, Eluru, Tadepalligudem, Rajahmundry, Samalkot and Kakinada Town stations in both the directions.

In the return direction, Train No.07439 Tatanagar – Kacheguda Special train will depart Tatanagar at 22:50 hrs o¬n 5th, 12th, 19th & 26th December,2017 and 2nd , 9th, 16th, 23rd & 30th January, 2018 (Tuesdays) and arrive Kacheguda at 05:00 hrs on the second day.

No Day Block on WR this Sunday NIGHT BLOCK ON SLOW LINES BETWEEN BORIVALI AND GOREGAON STATIONS DURING MIDNIGHT OF 18th & 19TH NOVEMBER, 2017

To carry out maintenance work of track, signalling & overhead equipments, four hours jumbo block will be taken o­n Up & Dn slow lines between Borivali and Goregaon stations during midnight of Saturday, 18thNovember, 2017 & Sunday, 19th November, 2017 from 00.30 hrs to 04.30 hrs.

          During the block, all slow line trains will run o­n fast lines between Goregaon and Borivali stations. Due to block some up & dn local trains will remain cancelled. During the block period, no trains will be dealt from PF No.1, 2, 3, 4 at Borivali.

          Therefore, this Sunday, no day block is scheduled o­n W.Rly's Suburban Section.

ECoR BOUND TRAINS FROM & TO NORTHERN PARTS OF INDIA RUNNING LATE

Train servicestowards/from East Coast Railway are being affected  and losing their punctuality due to dense fog in North India, especially in Delhi and North Central region. Many important and prestigious trains like Rajdhani, Duronto, Sampark Kranti, Purusottam, Utkal, Nandankanan, Neelachal, Hirakud Express are being badly affected and their scheduled running paths have gone haywire.


East Coast Railway has urged its passengers to bear with the delay in train running as the situation is unavoidable. Many trains are now being rescheduled and will run o­n changed timings. Passengers are urged to refer to Helpline Enquiry Phone139to know the current status of their trains. Rescheduling of trains would also be announced in the media from time to time. East Coast Railway has already alerted its maintenance staff to be ready for the workload of trains that would be coming out of schedule.  Railways have stepped up monitoring24X7the running of trains and a special drive has now been started with the o­nset of the winter season and prevalence of fog in the morning hours.


East Coast Railway has geared up its manpower to cope with the dense fog during night and early morning in various Railway Sections under its jurisdiction and in the areas prone to be affected by fog and precautions have been taken regarding train running during the current winter season.


In dense fog weather i.e. in winter, drivers have been instructed to regulate train speed depending o­n visibility conditions for the safety of passengers and train movement. Apart from this, several precautions have also been taken and train running staffs are being counselled by the Railway Officers & Safety Counsellors to cope with the situations.


In areas prone to dense fog, luminous and fluorescent strips have been painted in OHE (Overhead Equipment) masts, Level Crossings and at busy traffic areas before an approaching “Stop Signal” to warn the loco pilot that the train is approaching a stop signal and running in sensitive areas. The provision of this device has been of great help to the loco pilots who now can spot these luminous strips even during fog and get extra careful regarding the aspect of the approaching signal.


The Safety Department of East Coast Railway headquarters has given instructions to accord highest priority for safe train running during foggy weather. The loco pilots and guards have been instructed to ensure that, they should put the safety of the passengers at the top and should run trains at such reduced speed in foggy weather as they feel confident and comfortable, even if it means loss of punctuality to the train.


In automatic signal territory, the maximum speed of a train is restricted to 30kmph and in Absolute Block territory the speed is restricted to 60kmph in dense fog. Depending o­n the severity of fog, the driver is expected to control the speed of the train and restrict it further if necessary.


Since the safety of the travelling passengers is top most priority,counselling of Station Staff, Loco-pilots & Guards are being conducted to run the trains in the prescribed speed limit and use of flasher lamps during fog to indicate last vehicle.When the loco pilot in his judgment feels that visibility is restricted due to fog, he has been given the authority to run at a speed at which he feels that he can control the train or stop the train whenever required without taking any risk. This speed shall in any case not be more than 60kmph. The loco pilots have also been advised to whistle frequently to warn the nearby gateman and road users of approaching train.

BENGALURU-KARWAR/KANNUR-BENGALURU TRAIN TO RUN VIA SHRAVANABELAGOLA NEW LINE



After commissioning of Bengaluru-Hassan New Railway Line, there was a persistent demand from the public to run combined train No. 16517/16518, KSR Bengaluru-Kannur- KSR Bengaluru and Train No. 16523/16524, KSR Bengaluru-Karwar – KSR Bengaluru train via the new line as it is the shorter route to reach Mangaluru compared to that via Mysuru. To fulfil their demand and also keeping in mind the need of passengers travelling to Mangaluru from Mysuru, Railway has decided to divert KSR Bengaluru- Kannur /Karwar –KSR Bengaluru train to run via Shravanabelagola route for 4 days in a Week duly changing Train Numbers, Days of services and timings. For the remaining 3 days the train will run via Mysuru without any change in existing timings.




Accordingly, the diverted combined Train No. 16511/16513, KSR Bengaluru- Kannur /Karwar Express via Shravanabelagola will leave KSR Bengaluru at 19:15 hours o­n every Wednesday, Thursday, Friday and Saturday with effect from 10thFebruary, 2018 and reaches Mangalore Central at 06:20 hours next day. Railway Minister gives directions for “comprehensive training programme” for all employees of Indian Railways to boost productivity & efficiency

This comprehensive training programme is being launched under the name “Project Saksham”.

The week-long training in skills and domain knowledge will be imparted to all the employees of Indian Railways.

The focus of all such training is to ‘make a difference’ to the job performance.

Under the direction of Minister of Railways & Coal, Shri Piyush Goyal, a comprehensive plan for imparting training to all employees of Indian Railways is being prepared with a view to upgrade skill & knowledge. This comprehensive training programme named as “Project Saksham” will help boost productivity and efficiency.

Under this plan, all employees in each zone will be put through a week’s training in skills and knowledge relevant to their work area over next one year. A communication to this effect from Chairman Railway Board, Shri Ashwani Lohani, has been sent to all General Managers of zonal railways and railways production unit.

General Managers have been advised that such priority training need should be quickly identified for each category of employees (employees can be grouped into their work areas) based on the needs of respective zone. Identification of training needs and formulation of planned training calendar will be required to be completed by December 31st, 2017, ensuring that each employee is imparted training.

It has been emphasized that while continuous learning and education/training has been an integral philosophy and approach of the Railways, there is a need to do a concentrated capsule of training for all employees in a short period of time to boost their productivity and efficiency. This training programme will fulfill this need.

With growing rail network, new trains, different high quality services designed by the railways and the promise of the government to deliver superior and safe rail services and growing expectation of our passengers and commuters for better amenities and services, it is imperative that the railway employees rise to the occasion to deliver on the promise. Employees can and do deliver only when they have the right skills, knowledge and the mindset to deliver to the new standards of excellence that the organization hold from them all. This training will help achieve these objectives.

This training shall be a five-day on the job training or as classroom training in Railway Training Centre depending on the nature of training. However, the reporting managers of all employees receiving training will be actively involved in the Pre-training and post training process to ensure that the benefits of training get reflected on the job performance and there is improvement within a short time after the training is imparted. The focus of all such training will be to ‘make a difference’ to the job performance of all departments and employees and thus Indian Railways.

The training, as per the calendar, will be completed within 9 months. General Managers have been directed to personally monitor the completion of the plans and their progress. The zone will also devise a few metrics to monitor the impact of Project Saksham.

This training will not only upgrade skill of each of the employees but also go a long-way in improving the performance of the Indian Railways.
