SPECIAL TRAIN BETWEEN YESVANTPUR & VASCO-DA-GAMA New Year-2018

Railway has decided to run Train No. 82665/82666, Yesvantpur-Vasco da gama-Yesvantpur Suvidha special for o­ne trip in each direction  to clear extra rush of passengers during New Year-2018.



Accordingly, Train No. 82665, Yesvantpur - Vasco da gama Suvidha Special Train will depart Yesvantpur at 20:15 hrs. o­n 29th December, 2017, Friday and reach Vasco da gama  at 11:15 hrs. the next day.  In return direction, Train No. 82666, Vasco da gama- Yesvantpur Suvidha Special Train will depart Vasco da gama at 20:45 hrs. o­n 02nd January, 2018, Tuesday and arrive Yesvantpur at 11:50 hrs., the next day.



Enroute the train has stoppages at Tumakuru, Arsikere, Birur, Davanagere, Harihar, Haveri, Hubballi, Dharwad, Londa, Castle Rock, Kulem, Sanvordem and Madgaon in both directions.



The train composition will have 16 coaches comprising of ONE AC 2-tier Coach, THREE AC 3-tier Coaches, TEN Sleeper Class Coaches and TWOLuggage-cum-Brakevan Coaches.

Central Railway will operate a Traffic and Power Block o­n Kalyan- Kasara section o­n Up line between Atgaon (excluding) and Vasind (excluding) at Kms 85/13-15 for launching of 4 girders of 6.0 meter wide Foot over bridge at Asangaon. The block period will be -

For the convenience of passengers and to meet the travel demand, Railways has decided to extend the dates of operation of Hyderabad – Jaipur Weekly Superfast train.

Train No. 02731 Hyderabad – Jaipur Weekly Superfast Special train will leave Hyderabad at 16:25 hrs o­n every Friday and will reach Jaipur at 6:25 hrs o­n Sunday. This train has been extended from 5st January to 23rdFebruary, 2018.
Similarly, in return direction Train No. 02732 Jaipur – Hyderabad Weekly Superfast Special train will leave Jaipur at 14:35 hrs o­n every Sunday and will reach Hyderabad at 02:00 hrs o­n Tuesday. This train has been extended from 7thJanuary to 25th February, 2018.

NO DAY BLOCK ON W.RLY THIS SUNDAY JUMBO BLOCK ON W. RLY BETWEEN VASAI ROAD AND VAITARNA STATIONS DURING MIDNIGHT OF 22nd & 23rd DECEMBER, 2017

To carry out maintenance work of tracks, signaling & overhead equipments, a block of THREE hours each will be undertaken from 23.45 hrs to 02.45 hrs o­n UP Fast line and from 01.30 hrs to 04.30 hrs o­n DOWN Fast line between Vasai Road and Vaitarna stations during midnight of 22nd& 23rd December, 2017. During the block all UP & DOWN Mail/Express trains will be delayed by 15 minutes. Therefore, there will be no JUMBO BLOCK o­n Sunday, 24th December, 2017 o­n Western Railway. B. The following suburban train services will be partially cancelled between Avadi – Chennai Beach / Velachery o­n 23rd& 24th December, 2017.

1.Thiruvallur – Chennai Beach / Velachery EMU local, scheduled to leave Thiruvallur at 13.40 hrs. will be partially cancelled between Avadi – Chennai Beach / Velachery.This train will run from Thiruvallur to Avadi o­nly.
2.Velachery / Chennai Beach – Pattabiram E Depot EMU local, scheduled to leave Chennai Beach at 13.50 hrs. will be partially cancelled between Velachery / Chennai Beach – Avadi.This train will run from Avadi to Pattabiram E Depot o­nly.

·MMC – Gummidipundi EMU local, scheduled to leave MMC at 12.20 hrs., will be fully cancelled.
·Gummidipundi – MMC EMU locals, scheduled to leave Gummidipundi at 11.20 & 14.40 hrs., will be fully cancelled.


B.The following suburban train services will be partially cancelled between Ennore – Gummidipundi o­n 23rd & 24th December, 2017.

1.MMC – Gummidipundi EMU locals, scheduled to leave MMC at 10.25, 11.35 & 13.25 hrs., will be partially cancelled between Ennore – Gummidipundi.These trains will run from MMC to Ennore o­nly.

RELEASES THE SYLLABI OF “PROJECT SAKSHAM” OF THE WORKSHOP AT AMRITSAR

General Manager, Northern Railway, Sh. Vishwesh Chaube flagged off the first of its kind BOXN HL wagon and  BVCM fitted with RFID tags o­n the Indian Railways from Mechanical Workshop,  Amritsar today(22.12.2017). Incidentally these are 250th BOXN HL wagon and 50th BVCM wagon fabricated from Amritsar Workshop. RFID technology offers the benefits of automatic identification and tracking of Rolling stock when used in conjunction with trackside RFID readers.  Sh. Chaube also met Shri Rajinder Beri, Hon’ble Member of Legislative Assembly (MLA) at Jallandhar and Shri Gurjeet Singh Aujla Hon’ble Member of Parliament (Lok Sabha) at Amritsar and noted regional demands and issues from the dignitaries. Shri Vivek Kumar, Divisional Railway Manager, Northern Railway, Firozpur, Principal Head of Departments of Northern Railway and Senior Railway Officers accompanied the General Manager. Shri Chaube also released the syllabi of “Project Saksham” of the Workshop at Amritsar.

Mechanical Workshop, Amritsar is the first workshop o­n Indian Railways which has undertaken fitment of RFID tag o­n newly built wagons. Till date 50 nos of BOXN HL wagon and BVCM have been fitted by the Workshop. RFID technology can be used to identify and track Rolling Stock. Details of wagon number, wagon type etc. can be updated in this RFID Tag thereby facilitating better planning of maintenance activities and obviating the need for manual records. Two RFID tags are fitted per wagon. The cost of RFID tags o­n wagons is Rs. 576/- and time of fitment is 50 minutes per wagon.

As part of his annual schedule, Sh. Vishwesh Chaube, General Manager, Northern Railway carried out his inspection of Bridge Workshop at Jallandhar earlier in the day before carrying out his inspection of Mechanical Workshop, Amritsar. At Amritsar Mechanical Workshop, he reviewed the augmented facilities at head stock section, machines shop, roller bearing, wagon shop, smith shop where bogie& wagon welding are undertaken besides inspecting the welding machine for LHB Bogie side-frame, LHB Bogie Bolster & 13T ICF side-frame of Precision Automation & Robotic India Ltd.(PARI). The General Manager also carried out an inspection of the Model Room housing newly manufactured BOXN wagons and rehabilitation of high-value wagons. He flagged off the 250th BOXN HL wagon and 50th BVCM fitted with RFID tags.  A demonstration of identification of wagon with RFID tags was held at the Machine shop. He took part in a tree-plantation ceremony at Sukhmani Park, Amritsar Workshop. Later he held an in-house meet along with Principal Head of Departments of Northern Railway where a brief presentation of the latest activities of Amritsar Workshop was made.

Shri Charanjeet Singh, Chief Works Manager, Bridge Workshop, Jallandhar and Shri Sanjay Goel, Chief Works Manager, Amritsar Workshop Northern Railway explained the various working aspects during inspection. Shri Chaube was briefed about o­n-going development works at both the Workshops. Going over a general check of the premises and its various maintenance units, Shri Chaube emphasized that ensuring safety of rolling stock is the number o­ne priority for maintenance depots. He also laid stress o­n improving the quality of maintenance measures which would also result in enhanced punctuality. He also appreciated the efforts done by the two Workshops in carrying out fabrication works, heavy repairs etc

Bridge Workshop, Jallandhar has taken many strides in high quality steel fabrication works viz. Open web Girders, Plate Girders, Emergency Girders like Calendar Hamilton Span as well as miscellaneous structures for Foot-over-bridges and Platform shed. This workshop also undertakes Casting of RCC/PSC bridge slabs.

Amritsar Workshop is o­ne the oldest workshops o­n Northern Railway. It is a pre-independence workshop associated with repairs to machines of the Public Works Department and also served as an Ordinance Factory briefly. The factory also undertakes the manufacture of equipment for the Bhakra Nangal Dam before the Railways took over the Workshop in 1956 for overhauling of Steam Locos.  This workshop was progressively developed as a lead workshop wagon manufacturing shop and development of state-of-the-art wagons and restoring of heritage wagons. This workshop has carried out noteworthy innovations viz. bogie bolster for LHB coaches, energy saving screw air compressor besides rehabilitation of BOXN wagon, repairs to DMU coaches etc.

Steps for Timely Payment of Compensation to Railway Accident Victims

STEPS FOR SPEEDY SETTLEMENT OF COMPENSATION CLAIMS

1.    Instructions have been issued to all Zonal Railways that as soon as a passenger train accident or untoward incident takes place, all particulars of injured and killed may be obtained, claim application forms sent to claimants, and the record should also be made available to the concerned bench of the Railway Claims Tribunal.

2.    When claims are filed and put up for hearing, the railways should give all possible assistance to the Tribunal for speedy settlement.

3.    Written statements are to be filed by the railways in such cases within 15 days of receipt of notice from RCT.

4.    After the decretal amount of a claim has been sanctioned, railways have to ensure that cheques are issued and dispatched within a period of 15 days.

5.    Prior finance concurrence in respect of the accident compensation claims case have been dispensed with.

6.    The Chief Claims Officers have been empowered to satisfy the decree accident compensation claims upto ₹ 8 lakh.

7.    Applicant can file claim at the Railway Claims Tribunal Bench having jurisdiction over the place of residence of the applicant or the place where the passenger purchases his ticket or where the accident or untoward incident occurs or where the place of destination station lies, as against only at the place of occurrence of accident earlier.

8.    Holding Circuit Benches at RCT Benches where pendency of cases is high. Now, Circuit Benches are also held at the place of accident.

9.    Zonal Railways have been directed to fill up the vacancies of Officers/Staff in RCT Benches urgently whenever such vacancies arise.

10.  Maximum of three adjournments for each case permitted for claim applications filed before Railway Claims Tribunal.

11.  Railway Claims Tribunal to pass final orders within 21 days of final hearing of the case filed before it.

12.  One copy of order of Railway Claims Tribunal for accident compensation claims to be supplied free of cost to the applicant within 3 days of the passing of final orders.

13.  Relevant Rules & Procedures in connection with compensation claims in respect of “Accident” have been incorporated in the Indian Railways” Web-site i.e. www.indianrailways.gov.in. It also contains format of different application forms which are needed for filing compensation claims.

MoU between KRCL and IIT Bombay

On 19th December 2017, an MoU was signed between Konkan Railway Corporation Ltd. and Indian Institute of Technology Bombay, Mumbai. The MoU for technical collaboration, which was signed by Sh. Sanjay Gupta, CMD, KRCL and Prof. D.V.Khakhar, Director, IIT Bombay will strengthen the George Fernandes Institute of Tunnel Technology (GFITT), set up by KRCL in Madgaon, Goa.

IIT Bombay is recognized worldwide for the high-quality education that it imparts at under-graduate and post-graduate levels, and for undertaking cutting-edge research in various areas of science, engineering, design, management and humanities. KRCL, a PSU under the Ministry of Railways, is an operating Railway having constructed the eponymous Konkan Railway Line, which is hailed as an “Engineering Marvel”. KRCL is one of the leaders in construction of transportation tunnels in India and in implementation of mega infrastructure projects.
The main objectives of the collaboration are to:

(i) Develop the GFITT into a world class premier center of knowledge in Tunnel & Underground Structure technologies.

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the Ministry of Railways' transformative initiative to set up the first ever National Rail and Transport University (NRTU) in Vadodara to skill its human resources and build capability. This innovative idea, inspired by the Prime Minister, will be a catalyst for transformation of rail and transport sector towards New India.
The University will be set up as a Deemed to Be University under de novo category as per the UGC [Institutions Deemed to be Universities] Regulations, 2016. Government is working towards completing all approvals by April 2018 and to launch the first academic program in July 2018.

A not-for-profit Company under Section 8 of the Companies Act, 2013 will be created by the Ministry of Railways which shall be the Managing Company of the proposed university. The company will provide financial and infrastructural support to the university, and appoint Chancellor and Pro-Chancellor of the university. Board of Management, comprising professionals and academics, shall be independent of the Managing Company with full autonomy to perform its academic and administrative responsibilities.

Existing land and infrastructure at National Academy of Indian Railways (NAIR) at Vadodara, Gujarat will be utilized, and suitably modified and modernized for the purpose of the university. In its full enrolment, it is expected to have 3000 full time students. The funding of the new University/Institute is to entirely come from Ministry of Railways.

This university will set Indian Railways on the path of modernisation and help India become a global leader in transport sector by enhancing productivity and promoting 'Make in India'. The university plans to use latest pedagogy and technology applications (satellite based tracking, Radio Frequency Identification and Artificial Intelligence) to improve on-the-job performance and productivity. Close collaboration with the Indian Railways will ensure that the stakeholders have access to Railways' facilities, which will work as 'live labs' and they will be able to work on solving real life problems. It will have 'Centres of Excellence' showcasing high-end, niche technology like High Speed Train.

Indian Railways strives continuously to explore potential areas to improve revenue generation. Initiatives to increase earnings in the areas of passengers, parcel, freight and sundry are as following:-
(1) Initiatives taken to increase passenger earnings include introduction of new trains, enhancement of composition of more popular trains, attachment of extra coaches in the existing trains, running of special trains during peak seasons, festivals and special events, operation of premium special trains on certain high-demand sectors with dynamic pricing.
(2) Measures to improve parcel earnings include leasing parcel space to private parties, liberalization of parcel policy and delegation of powers to Zonal Railways to fix the reserve price in a manner so as to make it more attractive vis-à-vis road sector.
 (3) Steps taken for maximizing the freight earnings include rationalization of freight rates, effective marketing strategies to capture additional traffic to garner additional revenue.
Some of the initiatives are as under:-
(i) Distance for Mini Rakes increased from 400KMs to 600KMs.
(ii) BCN wagons allowed for Two point/Multi point/Mini rake booking.
(iii) Liberalised Automatic Freight Rebate Scheme in Traditional Empty Flow Direction has been issued.
(iv) Port Congestion Charge (10% of Base Freight) has been withdrawn from 13.04.2016 on over all traffic loaded from Port.
(v) Rationalised Merry-go-Round policy has been issued w.e.f. 01.04.2016.
(vi) Dual Freight Policy for iron ore has been withdrawn with effect from May-2016.
(vii) Minimum distance for charge is reduced from 125 KMs to 100 KMs for all commodities.
(viii) Short Lead concession for charging of freight for all traffic re-introduced.
(ix) Classification of commodities for several items has been changed.
(x) Station to Station rates guidelines issued for concession in freight w.e.f. 29.09.2016.
 (xi) Proliferation of Roll-on-Roll-off over Indian Railways.
(xii) Weighment of Bagged consignment policy has been liberalised.
(xiii) 43 Commodities added to Freight All Kinds rates to expand Container Traffic Basket.
(xiv) Station and Goods sheds notified in Group I & II are opened for Container operations.
(xv) Instructions for movement of HSD oil in BTPN rakes to Bangladesh have been issued.
(xvi) Coal Tariff has been rationalized.
(xvii) Policy for carrying bagged consignment in open wagons at concessional freight has been reintroduced.
(xviii) The permissible carrying capacity of BOXN groups of wagons rationalized for Bangladesh traffic.
(xix) Bridge surcharge for goods and passenger traffic levied on the Digha and Monghyr Bridge.
(xx) Inflation in distance for charge @ 50% on goods traffic in Bibinagar-Nadikudi section of SCR has been withdrawn.
(xxi) Policy on Long Term Tariff Contract with key freight customers have been issued on 30.03.2017.
(xxii) Apart from the above,the following schemes have also been introduced by Indian Railways for procurement of rakes for transportation of freight traffic by inviting Public Private Partnership(PPP):
 Liberalized Wagon Investment Scheme.
 Wagon Leasing Scheme.
 Special Freight Train Operators Scheme.
 Automobile Freight Train Operators Scheme.
(xxiii) To facilitate rapid development of a network of freight terminals with private investment to provide efficient and cost effective logistics services with warehousing solution to end users, a scheme namely Private Freight Terminal (PFT) has been introduced.
(4) To increase sundry other earnings, various initiatives such as bulk advertising rights, vinyl wrapping of trains, on board infotainment, commercial exploitation of surplus railway land, land lease, right of way charges, online booking of retiring rooms through IRCTC website etc. have been adopted.
Ongoing railway projects like New Lines, Gauge Conversion, Doubling, Electrification and MTP are primarily financed through Gross Budgetary Support (GBS) received from the Government and Extra Budgetary Resources. Railways have prioritized projects based on last mile connectivity criteria, remunerativeness, operational requirement and resource availability to make optimum utilisation of resources. South Central Railway will run sixteen special trains between Hyderabad and Jaipur as detailed below:-

Accordingly, Train No. 02731 Hyderabad-Jaipur special train will depart 16:25 hrs on 5th, 12th, 19th, 26th January, 2nd, 9th, 16th & 23rd February, 2018 (Friday) and arrive Jaipur at 06:25 hrs on Sunday.

In the return direction, Train No. 02732 Jaipur-Hyderabad special train will depart 14:35 hrs on 7th, 14th, 21st, 28th January, 4th, 11th, 18th & 25th February, 2018 (Sunday) and arrive Hyderabad at 02:00 hrs on Tuesday.

Enroute, these special trains will stop at Secunderabad, Medchal, Kamareddy, Nizamabad, Dharmabad, Mudkhed, Nanded, Purna, Basmat, Hingoli, Washim, Akola, Malkapur, Burhanpur, Khandwa, Itarsi, Bhopal, Ujjain, Nagada, Ratlam, Mandasor, Nimach, Chittaurgarh, Chanderai, Bhilwara, Ajmer, Kishangarh and Phulera stations.
